About this opportunity

The Commonwealth of Pennsylvania Department of General Services, Bureau of Procurement is conducting an Invitation to Qualify (ITQ) for hazardous and residual waste removal services with a contract term extending through December 31, 2031 and an option for one additional five-year renewal. This is a qualification-based vehicle; award of an ITQ does not guarantee receipt of business, and qualified contractors will respond to individual Requests for Quote (RFQ) issued by Commonwealth agencies as needed.

Prospective contractors must hold a valid Pennsylvania Department of Environmental Protection Hazardous Waste Transporter License and demonstrate a minimum of two years of relevant experience in the commodity code category they select. Contractors must identify the specific county or counties they can serve during qualification. The scope covers pickup, transportation, and disposal of hazardous and residual waste generated by Pennsylvania state agencies, excluding municipal waste collection. Pickup locations will be specified in individual RFQs.

Once qualified, contractors will compete on RFQs scored using either a Best Value method (cost versus other pertinent criteria) or a Low Cost method (lowest responsive and responsible bid), depending on the issuing agency's selection. Pricing is firm and fixed, quoted in response to individual RFQs. Payment is made via Automated Clearing House within thirty days of receipt of a proper invoice.

Qualification submission is electronic only through the PA JAGGAER Portal. Prospective vendors must first register as a Procurement Vendor in the PA Supplier Portal to obtain a six-digit vendor number before completing qualifications in JAGGAER. All qualifications must include Lobbying Certification and Iran Free Procurement Certification forms. The Commonwealth reserves the right to conduct separate competitive bidding for similar services when deemed advantageous and may terminate the contract for convenience, non-appropriation, or default. Background checks for employees accessing Commonwealth facilities are required.
