About this opportunity

The City of Austin is soliciting bids for water softener service maintenance — installation, maintenance, and repair services for commercial water softener systems utilized by Austin Water — with proposals due August 4, 2026 under IFB 2200 DCG1037. A Small Business Preference Program applies; participation is optional and does not require completion of the submittal form, but eligible small businesses holding recognized SBA Small Business Size Standard certifications may claim preference.

The scope encompasses routine preventive maintenance, common repairs (control valve rebuild and replacement, brine system repairs, drain line repair and replacement, resin replacement), standard business-hours labor repair services (Monday–Friday, 7 a.m.–3 p.m.), and emergency after-hours repair services (Monday–Friday, 5 p.m.–7 a.m., and weekends) for commercial Kinetico water softener systems. Bidders must submit pricing on the provided Price Sheet covering four service categories: annual preventive maintenance (estimated five units annually), common repairs, labor repair services (estimated 40 hours standard and 8 hours after-hours annually), and materials (estimated annual spending $5,000 with up to 20% markup permitted). All pricing must be all-inclusive of labor, transportation, materials, administrative costs, overhead, and shipping to the Austin area, with FOB destination prepaid delivery. Contractors must provide at least three verifiable references demonstrating similar services within the last five years and maintain a single point of contact with full dispatch and decision-making authority.

Insurance requirements include Workers' Compensation with limits of $100,000 per accident and $500,000 by disease; Commercial General Liability of at least $500,000 per occurrence; and Business Automobile Liability with combined single limits of $500,000 per occurrence. All policies must be issued by carriers authorized in Texas with A.M. Best ratings of B+VII or better and name the City as additional insured. Contractors must obtain and provide a Certificate of Insurance before work commences and within 14 calendar days of any City request. Contractors must also certify non-adjudication for wage theft within five years and complete City of Austin Wage Theft Training within 30 days of award.
