About this opportunity
Volusia County's Community Assistance Division is seeking proposals from non-profit organizations, cities, and schools to provide water safety education and survival swim lessons for youth residing in the county. The procurement aims to offer free or reduced-rate swimming lessons for children aged six months to twelve years, with a focus on comprehensive water safety education. Qualified applicants must have proven administrative capacity and employ certified swim instructors with at least one year of experience. The evaluation criteria will assess proposals across five key areas: agency qualifications (25%), agency experience (25%), program description and service delivery (25%), program budget (15%), and areas served and special populations (10%). The Request for Proposal (RFP) #25-P-38MC was released on January 16, 2025, with a deadline for questions on February 28, 2025, and proposal submissions due by March 5, 2025 at 3:01 pm. The awarded contract will run through September 30, 2025, with potential for four subsequent one-year renewals.
The procurement is open to a variety of organizations, with no specific set-aside designations mentioned in the documentation. Applicants must ensure that households awarded scholarships are at or below 200% of federal poverty guidelines. The county may award funding to multiple agencies, allowing for a distributed approach to providing swim lessons across the community. Providers will be required to track and report program goals, objectives, and outcomes, including the number of participants served monthly and by the program's conclusion. The total funding available is $60,000, with reimbursement provided to approved providers after submitting documentation proving funds were used as intended. Successful providers must demonstrate the ability to cover monthly expenses prior to reimbursement and provide comprehensive documentation of their swim lesson programs. The contract includes specific insurance requirements, including Commercial General Liability coverage of $1,000,000 per occurrence and Professional Liability insurance of $1,000,000 for Swim Instructor Errors and Omissions.
