About this opportunity
Collier County, Florida is seeking a qualified contractor to perform comprehensive water ground storage tank cleaning and inspection services through an Invitation to Bid (ITB) for its Public Utilities Department Wastewater - Irrigation Quality Division. The solicitation covers cleaning and inspecting seven ground storage tanks located at multiple sites including Countryside, Foxfire, Glades, Royal Palm, and Pelican Bay facilities, with tank capacities ranging from 0.5 to 2.5 million gallons. Contractors must provide labor, materials, tools, and equipment to conduct thorough tank cleaning and inspection, utilizing an OSHA-compliant three-person dive team with site supervisors certified in Confined Space Entry, First Aid, and CPR. The pre-bid meeting is scheduled for July 2, 2025, at 10:00 AM EST, with final bids due on July 18, 2025, at 3:00 PM EST. Evaluation will be based on the lowest total bid, with the county reserving the right to award to one or multiple contractors or on a line-item basis. Contractors must demonstrate at least three years of similar experience and comply with extensive safety and technical requirements outlined in the detailed solicitation documents.
The contract will have an initial three-year term with two potential one-year renewal options, and no specific set-aside designations were identified for disadvantaged businesses. While no incumbent vendors were explicitly named, the solicitation indicates the work will involve comprehensive maintenance of existing water infrastructure across multiple county facilities. Contractors must provide extensive insurance coverage, including Commercial General Liability, Business Auto Liability, Workers' Compensation, and Pollution Liability, with coverage limits of at least $1,000,000 per occurrence. Performance and Payment Bonds are required for projects exceeding $200,000, written for 100% of the contract award amount. Though specific budget ranges were not explicitly stated, the comprehensive nature of the tank cleaning and inspection services, covering seven tanks across multiple locations, suggests a significant potential contract value. The contract allows for potential usage by other county departments after award, in accordance with the Board of County Commissioners Procurement Ordinance.
