About this file
This document is a Job Safety Analysis (JSA) for Confined Space Entry developed by Collier County, Florida, specifically reference number Countywide-19 (CW-19), dated 11/25/03. The JSA provides a comprehensive overview of safety protocols and requirements for entering confined spaces, emphasizing the highly dangerous nature of such operations and the critical need for extensive training and safety implementation. The document outlines a detailed sequence of steps for safe confined space entry, including training requirements, equipment preparation, rescue planning, lockout/tagout procedures, air monitoring, personal protective equipment (PPE) usage, and work task execution.
The JSA stresses that no untrained employees are authorized to enter permit-required confined spaces and mandates a minimum training program that covers respiratory requirements, hazard identification, emergency response, employee competency demonstrations, and understanding specific roles and responsibilities. Key safety measures include obtaining proper permits, setting up rescue equipment, checking air quality, ensuring adequate communication, and maintaining strict accountability throughout the confined space entry process. The document is approved by Risk Management and applies to all departments and sections within Collier County, serving as a critical safety guideline to prevent property damage, injury, illness, or potential fatalities during confined space operations.
