About this file
This document is an exhibit from Collier County Public Utilities defining the 5N-Reliability Engineering Criteria for solicitations, agreements, and contracts related to water and wastewater infrastructure facilities. The performance criteria establish strict 24/7/365 environmental and operational standards for facilities including water plants, wastewater plants, master and community pump stations, solid waste sanitary landfills, and transfer stations.
The 5N-Reliability Engineering Criteria mandate zero tolerance for offsite impacts, specifically: no offsite odors, no spills (onsite or offsite), no fugitive dust emissions, no offsite noise, and no offsite light emissions. Any deviations from these criteria require advance review and approval by both the Engineering and Operations Division Directors, with final authorization from the Department Head. These standards are designed to ensure consistent environmental compliance and minimal community disruption for public utility infrastructure projects.
