About this opportunity

The Thompsontown Municipal Authority is seeking sealed bids for a Water Filtration Building construction project located in Lackawanna County, Pennsylvania. The general construction project involves building a concrete slab-on-grade engineered structure measuring 30'0" x 50'0" with wooden stud walls and trusses, featuring three overhead roll-up doors and a metal panel roof system. The building will include a 12'6" x 20'6" office/lab designated for water testing and a single stall restroom with supporting systems. Bids must be submitted electronically via the PennBid portal by 4:00 p.m. on Thursday, August 14, 2025, with a public bid opening scheduled for 4:15 p.m. the same day. Bidders are required to provide a certified check, bank draft, or bid bond equal to 10% of the total bid amount, along with a completed Non-Collusion affidavit. The owner reserves the right to reject any or all bids, waive irregularities, and negotiate contract amounts, with bids able to be held for up to 60 days.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The bid documents include multiple attachments: Project Drawings (13MB), Specifications Book (5MB), and three separate addenda, suggesting complex technical requirements for potential bidders. While no incumbent vendors or specific budget ranges were directly stated, the comprehensive nature of the project documents indicates a significant municipal infrastructure investment. Bidders will need to carefully review the attached files, including Addendum 1, Addendum 2, and Addendum 3, to fully understand the project specifications and requirements. The procurement appears to be a standard municipal construction project with standard evaluation criteria focused on technical capability, bid price, and compliance with specified building requirements.
