About this opportunity
The state of Washington is issuing a Request for Proposals (RFP) to solicit proposals for providing an online, Software as a Service (SaaS) instrument to collect the annual Public Libraries Survey. The survey preparation, collection, cleaning, and final submission usually runs from November to late June each year under a "Group 2" schedule. The RFP covers jurisdictions across multiple counties, cities, and census-designated places within Washington state. The contractor will be responsible for maintaining all current features of the existing online survey collection instrument and providing a strong preference for an instrument that can automatically ingest data from various library systems used by Washington's public libraries. The contract term will begin as early as August 1, 2024 through October 31, 2025, with possible one-year extensions through 2029.
The RFP is open to certified minority-, women-, or veteran-owned businesses, and the state welcomes participation from small and diverse businesses. The procurement does not specify a not-to-exceed amount, but the contractor must provide tiered pricing proposals for the survey instrument with and without the automatic data ingestion feature. Proposals are due by August 22, 2024, and the Apparent Successful Bidder will be announced on September 16, 2024. The state has not provided any information on incumbent vendors or the current infrastructure and technology that may require integration.
