About this opportunity
The Texas Military Department (TMD) is seeking a general contractor for the Waco Readiness Center Major Maintenance STAR project located at 2120 N. New Road in Waco, Texas. The comprehensive project involves extensive interior and exterior building improvements, including architectural, mechanical, electrical, plumbing, structural, fire suppression, fire alarm, IT/telecom trades, person lifts, elevator upgrades, and a new egress stairway. Exterior improvements encompass roof mechanical penetrations, roof replacement, new glazing, blast-resistant glazing, civil site modifications, concrete pavement, walkways, water fire suppression line, site fencing, gates, and parking lot modifications. Mandatory site visits are scheduled for May 20 and 21, 2025, with proposals due on July 1, 2025. The project will be evaluated across eight sections, with a total possible score of 100 points, including 50 points for contractor qualifications and 50 points for the compensation proposal. Contractors will be assessed on construction services ability, project experience, project execution plan, safety program, project management, and other critical criteria.
The Texas Military Department has established a Historically Underutilized Business (HUB) goal of 21.1% for building construction, requiring prime contractors to demonstrate good faith efforts in subcontracting with Texas certified HUB vendors. Respondents must provide notice to at least three Texas certified HUBs for each craft and two trade organizations or development centers in Texas. The project has a base estimated cost of $11,500,000, with additional optional improvements totaling $2,700,000, and 14 proposal options for potential enhancements such as vestibule entry, upgraded finishes, decorative fencing, parking improvements, window replacements, elevator installations, folding partitions, shelving, landscaping, and roof replacements. All iron, steel, manufactured products, and construction materials must be produced in the United States per the Build America Buy America Act. The anticipated project completion date is September 30, 2026, with the contract being contingent on the continued availability of state funding.
