About this file
This document is a HUB (Historically Underutilized Business) Subcontracting Plan (HSP) for a Texas state government contract with the requisition number TMD25-CFMO-0039202. The document outlines the state's requirements for prime contractors to demonstrate good faith efforts in subcontracting with Texas certified HUB vendors. The solicitation has a HUB goal of 21.1% for building construction, including general contractors and operative builders' contracts. The plan provides detailed guidance for respondents on how to complete the HSP, including multiple method options for subcontracting and notification requirements.
The document specifies that respondents must provide notice to three or more Texas certified HUBs for each craft, along with two trade organizations or development centers in Texas that can assist in identifying potential HUBs. Notifications must be made at least seven working days prior to submitting a bid response, with email logs to be submitted as documentation. The plan includes an extensive list of NIGP (National Institute of Governmental Purchasing) Class/Item Code numbers for potential subcontracting trades, ranging from architectural services and engineering to construction-related services. The plan also emphasizes compliance with Texas Government Code § 572.069, which includes a "revolving door" provision prohibiting former state agency employees from providing certain services.
