About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office and Division of Engineering and Facilities, is soliciting bids through a Centralized Request for Quote (CRFQ 0603 ADJ2600000010) for the construction of a new secure motorpool facility at the Volkstone Training Area near the Kingwood Armed Forces Reserve Center in Kingwood, West Virginia. The primary deliverables include a fine-graded gravel area with approximately 620 linear feet of Type FE6-TWBR-84 chain-link security fencing, LED area pole lighting, electrical infrastructure consisting of approximately 1,200 feet of 1-inch PVC conduit with copper wiring and 350 feet of 3-inch PVC conduit with aluminum wire, a 100-amp AC power distribution panel, two 30-foot manual roller gates, and a compacted limestone aggregate pad base with 6 inches of #57 stone. Three alternate bid items are available: a 50-foot by 50-foot concrete turning pad, a 64-foot by 110-foot concrete parking pad, and an additional 50-foot by 50-foot concrete turning pad, all requiring 4,000 PSI air-entrained concrete with soft broom finish and sealant. Contractors must provide all labor, materials, tools, equipment, supplies, and supervision, with completion required within 180 calendar days from notice to proceed. Qualifying contractors must possess a valid West Virginia contractor's license, submit a drug-free workplace affidavit, maintain commercial general liability insurance of at least $1,000,000 per occurrence and automobile liability insurance of at least $1,000,000 per occurrence, and provide a one-year warranty on all parts, labor, and materials. A mandatory pre-bid meeting was held on August 26, 2025, at 2:00 p.m. EST at the Kingwood Armed Forces Reserve Center; vendor technical questions were due by August 29, 2025, at 11:00 a.m. EST; and sealed bids are due by September 8, 2025, at 1:30 p.m. EST to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305. Evaluation criteria focus on awarding to the lowest qualified responsible bidder meeting all required specifications, with Davis-Bacon wage rates applicable as the work is federally funded.
The procurement documents do not identify any set-aside designations for disadvantaged enterprises or restrictions on organizational type eligibility, nor do they list incumbent vendors or current contractors for this new facility construction. Bidders must obtain third-party testing for concrete at their own expense, comply with Personal Identity Verification requirements per FAC clause 52.204-9, and ensure Real ID documentation for work in the Camp Dawson containment area. Contractors are required to submit a bid bond equal to 5% of the total bid amount, along with a performance bond and labor/material payment bond each equal to 100% of the contract value. The solicitation documents reference an Exhibit "A" Bid Form for pricing submission but do not specify total contract value or budget ranges in the provided documentation. Liquidated damages are assessed at $1,500 per day of delay plus a one-time fixed cost of $1,250 for Staff Judge Advocate review for work not completed by the contract completion date. Award is contingent upon receipt of federal funding, and vendors are requested to honor their submitted pricing for 90 days from the bid opening date. Inquiries regarding the solicitation should be directed to David H. Pauline, Buyer, at 304-558-0067 or david.h.pauline@wv.gov.
