About this opportunity
The West Virginia Department of Environmental Protection is issuing a Request for Quotation (RFQ) for construction and reclamation services related to the Vickers Branch (Richardson) Drainage project in Logan County, West Virginia. This procurement seeks a single contractor to perform comprehensive site remediation and drainage infrastructure work addressing acid mine drainage and artesianing issues near Chapmanville. The scope of work includes clearing and grubbing, stabilized construction entrance installation, sediment control measures (130 linear feet of silt fence), demolition of a garage and driveway, installation of approximately 220 linear feet of 36-inch HDPE drainage pipe, 80 linear feet of 8-inch perforated PVC underdrain pipe, one Type "G" inlet structure, grout plugging of existing corroded metal pipe, fill and compaction, revegetation of disturbed areas, and final site cleanup. Mobilization and demobilization costs are capped at 10 percent of the total bid, construction layout at 5 percent, quality control at 3 percent, and site preparation at 10 percent. A mandatory pre-bid conference was scheduled for August 22, 2017, at 10:00 a.m. EST, with the technical question deadline set for August 29, 2017, at 5:00 p.m. EST, and the solicitation closing date of September 5, 2017, at 10:30 a.m. All bids must be submitted electronically through the wvOASIS Vendor Self Service portal. Required qualifications include a valid West Virginia contractor's license, a notarized drug-free workplace affidavit, a bid bond equal to five percent of the total bid amount, completion of all required permitting (including Water Quality Certification, burning permits, and Stream Activity Permits), and designation as Co-Applicant #1 under NPDES Construction Storm Water General Permit. The contractor must also provide a surety bond equal to one hundred percent of the contract price at execution and maintain commercial general liability insurance with minimum limits of two million dollars per occurrence and aggregate.
No specific set-aside designations for disadvantaged enterprises, small businesses, or socially or economically disadvantaged groups are identified in the solicitation documents. The procurement is open to any qualified West Virginia licensed contractor meeting all mandatory requirements. No incumbent vendor or current contractor information is provided in the available documents. The contractor must assume full responsibility for NPDES permit compliance and environmental enforcement obligations, and failure to maintain compliance may result in fines and penalties assessed to the contractor. Award will be made to the lowest qualified responsible bidder within thirty calendar days of bid opening, with pricing submitted on a unit price basis with extended totals for each line item. Liquidated damages of $1,000 per working day are assessed for each day beyond the contract completion date unless time extensions are approved by the Department for excusable delays. No specific budget ceiling or award value is disclosed in the solicitation documents; however, the project scope and deliverables suggest a mid-range construction contract typical of state reclamation projects. For questions and inquiries, interested bidders should contact Bobbi J. Chestnut at (304) 926-0499 or b.j.chestnut@wv.gov.
