About this opportunity

Education Service Center Region 10 (Region 10 ESC) in Richardson, Texas, is seeking proposals on behalf of itself and the national Equalis Group membership for comprehensive Venue Outfitting and Entertainment Integration Solutions through RFP #R10-1191. The procurement encompasses a broad range of products and services including professional audio systems, visual systems, broadcast and streaming infrastructure, networked AV and signal distribution systems, control systems and room automation, customized lighting and effects, staging and rigging equipment, power distribution systems, esports and gaming systems, and related installation, production, transportation, and design services for professional venues such as arenas, stadiums, auditoriums, performing arts centers, conference centers, and broadcast studios. Qualified vendors must provide detailed proposals addressing product coverage, pricing methodologies, project management, maintenance services, staff qualifications, integration capabilities, quality control processes, customer service, and financial stability, supported by a minimum of five public sector customer references from the past three years. The evaluation will be conducted on five criteria: Products and Pricing (30 points), Performance Capability (25 points), Qualifications and Experience (25 points), Technology and Innovation (10 points), and Commitment to Serving Equalis Group Members (10 points). Proposals must be submitted through the Bonfire procurement portal by April 17, 2026, at 2:00 PM Central Standard Time, with a public bid opening via Microsoft Teams to follow immediately thereafter; interested attendees must email Clint Pechacek at clint.pechacek@region10.org at least 24 hours in advance for meeting access. The resulting Master Agreement will be effective July 1, 2026, through June 30, 2029, with options to renew annually for two additional one-year periods, and Region 10 ESC Board approval is anticipated by June 17, 2026.

There are no specific set-asides or restrictions on organizational types that can respond to this opportunity; however, vendors must comply with multiple federal, state, and local compliance certifications and requirements, including debarment status certifications, federal funds compliance, lobbying restrictions, affirmative action, immigration verification, and state-specific requirements from Texas, Arizona, and New Jersey. Respondents must complete 23 separate proposal forms and submit a signed Vendor Contract Signature Form; failure to include the signature form results in automatic disqualification. Proposals are strictly limited to 100 total pages excluding the pricing Excel spreadsheet, with additional documents beyond 30 pages potentially resulting in rejection. Pricing must be submitted using auditable methodologies such as line-item pricing, percentage discounts from published catalogs, labor rates compliant with prevailing wage regulations, or other documented discount structures, with a required 2% administrative fee payable to Equalis Group; cost-plus pricing is not acceptable. All pricing must be guaranteed for a minimum of 120 days, and delivery shall be freight prepaid F.O.B. destination. The estimated annual volume is projected to exceed $100 million by year three, with the contract available for use by public agencies nationwide including school districts, counties, cities, higher education institutions, and nonprofits; however, no specific budget range or award value is stated in the solicitation documents.
