About this opportunity

The State of South Carolina, through the State Fiscal Accountability Authority on behalf of the South Carolina Vocational Rehabilitation Department (SCVRD), is soliciting competitive bids for consumer vehicle modifications across five separate lots, with awards expected to be made to the lowest responsible and responsive bidder. This Invitation for Bid (IFB) solicitation seeks qualified vendors to perform comprehensive adaptive vehicle modifications for five individual VR consumers with varying mobility needs and vehicle types. Lot 1 (Consumer DA) involves modifying a 2025 Toyota Sienna XLE Plus with a Braun XT lowered floor conversion, power fold-out ramp, kneeling system, seatbelt and tie-down systems for a 26-year-old male with Cerebral Palsy who uses a power wheelchair. Lot 2 (Consumer MS) requires modifying a 2022 or newer Chrysler Pacifica Touring L with an infloor ramp, six-way power transfer driver's seat, push-right-angle hand controls, and spinner knob for a 19-year-old female driver. Lot 3 (Consumer CW) involves adapting a 2026 Chevy Silverado 1500 or GMC Sierra 1500 with ATC Mobility conversion, hand controls, steering spinner knob, pedal guard, zero-effort steering, and a bed-mounted wheelchair lift for a client in Simpsonville. Lot 4 (Consumer RGD) requires modifying a 2025 Toyota Sienna XLE with BraunAbility Hybrid XT-R conversion, power door, foldout ramp, kneeling system, wheelchair docking base, transfer seat, and hand controls for a consumer with bilateral above-the-knee amputation in Columbia. Lot 5 (Consumer CN) involves adapting a 2023 or newer Toyota Sienna with foldout ramp access modifications, remote access fob, EZ Lock locking system, and wheelchair interface for a 35-year-old non-driving client in Greenwood. All modifications must comply with the latest NMEDA (National Mobility Equipment Dealers Association) installation guidelines and manufacturer directives, with final inspection conducted by SCVRD Rehabilitation Engineers at the vendor's location at least two weeks after notification of completion, with payment withheld until inspection approval. Bidders must submit offers online by June 30, 2026, at 11:00 AM Eastern Time, with a question deadline of June 4, 2026, and award notification expected July 21, 2026, for a contract period running from July 31, 2026, through December 30, 2026. Bidders may submit offers for one or more complete lots but must bid all items within a selected lot; pricing must be submitted as fixed unit prices excluding taxes, with SCVRD funding only the modification costs and not the chassis costs. Required qualifications include state vendor number registration, commercial general liability insurance of $1,000,000 per occurrence, auto liability coverage of $1,000,000 per accident, and worker's compensation with statutory limits, plus certification of independent price determination, debarment status, drug-free workplace compliance, ethics compliance, and immigration regulation compliance.

The solicitation documents do not indicate set-asides for disadvantaged enterprises, minority-owned businesses, or women-owned businesses, nor do they restrict bidding to specific organizational types or sizes. No incumbent vendors or current contractors are identified in the available documentation. All vendors must comply with the South Carolina Consolidated Procurement Code and applicable state procurement regulations. Each awarded vendor must provide a minimum one-year manufacturer's warranty from final delivery covering all equipment, parts, labor, and structural modifications at no cost to the consumer, with warranty service required within specified radii of each consumer's home location (50 miles for Camden and Columbia, 40 miles for Simpsonville and Greenwood, and 40 miles for Anderson) either directly through the vendor or through pre-designated authorized subcontractors. Additionally, vendors must coordinate vehicle pickup, shipping for modifications as necessary, and final delivery and fitting at the vendor's location, including demonstration of all equipment and provision of operational and safety guidance to consumers. For Lot 1 (DA), the awarded vendor must commit to selling the chassis for a total out-of-door price not exceeding $45,000 and accept a trade-in of the consumer's current 2015 Toyota Sienna LE valued at approximately $20,000; for Lot 4 (RGD), the vendor must commit to a chassis price not exceeding $45,000 and negotiate fair market trade-in pricing with the consumer. While specific award values for individual lots are not disclosed in the solicitation, the cumulative nature of five vehicle modifications suggests a contract value in the range of $100,000 to $250,000, depending on the complexity and scope of each modification and the final bid submissions received.
