About this file

This is a Bid Specification Packet from the South Carolina Vocational Rehabilitation Department (SCVRD) detailing vehicle modification requirements for adaptive driving equipment. The project involves the modification of a 2026 Chevy Silverado 1500 or GMC Sierra 1500 (4WD, Denali Ultimate or High Country Ultimate trim) with an ATC Mobility conversion at the driver's seat location. Required modifications include left mount push-pull hand controls, a quick-release spinner knob on the steering wheel, a pedal guard, zero-effort steering, a large chest strap, a bed-mounted wheelchair lift with 350+ lb capacity comparable to a Bruno Out-Rider, and wheelchair attachment straps. The vendor must coordinate with the client in Simpsonville, SC, including pickup at the client's home if needed, shipping for ATC conversion, and final installation. A SCVRD Rehabilitation Engineer will conduct a final inspection at the vendor's location on the last day of delivery to verify compliance with specifications, and payment will be withheld until the vehicle passes inspection. The awarded vendor must contact Jonathan Cruce, SCVRD Rehabilitation Engineer, at 864-249-8052 at least two weeks prior to final delivery to schedule the final fitting and inspection.

All modifications must comply with the latest NMEDA (National Mobility Equipment Dealers Association) installation guidelines and manufacturer directives. The vendor must provide a minimum one-year warranty from the date of final delivery covering all equipment, labor, parts replacement, adjustments, repairs, structural modifications, electrical work, and any other changes necessary for safe vehicle operation. Warranty service must be available within a 40-mile radius of the client's home in Simpsonville, SC, with the vendor responsible for pickup and redelivery if necessary or obligated to provide service if no authorized local vendor is available. The consumer is responsible for chassis costs, whether purchased independently or through the vendor, while SCVRD covers the adaptive driving equipment costs. Final delivery, fitting, and adjustments occur at the vendor's location, where the vendor must demonstrate all equipment, provide operational and safety guidance, and furnish the client with warranty service contact information.
