About this file

This is a bid specification packet issued by the South Carolina Vocational Rehabilitation Department (SCVRD) for vehicle modifications services. The project involves modifying a used 2023 or newer Toyota Sienna (the document references both Sienna and Pacifica, with Sienna being the primary specification) for a 35-year-old client who uses a power wheelchair for mobility. The vehicle will be used for transport only, as the client will not drive. The modifications include a foldout ramp and access modifications by Braunability, a remote access fob, an EZ Lock or similar locking system in the front passenger location, and an interface for wheelchair locking system installation on a Permobil F3 Power Chair. The vehicle specifications require a preowned 2023-2025 model with fewer than 30,000 miles, in white exterior color (with black and grey as alternatives), and LE or XLE trim package. The awarded vendor is responsible for picking up the vehicle from the client's home in Greenwood, SC, arranging shipping for modifications if necessary, and coordinating final delivery and inspection. A rehabilitation engineer will inspect the vehicle on the final day to ensure all modifications meet specifications, and payment will be withheld until inspection approval is complete.

The modification costs will be covered by SCVRD, while the chassis cost will be covered by the consumer through negotiation with the awarded vendor; the modification bid should not include the chassis price. All equipment and modifications must be installed according to the latest NMEDA guidelines and manufacturer installation directives, with the vendor responsible for obtaining current instructions. A minimum one-year manufacturer's warranty is required on all equipment and work, covering parts, labor, adjustments, repairs, and structural modifications, with warranty service required within a 40-mile radius of Greenwood, SC. The awarded vendor must designate any subcontracted local warranty service vendors in the bid or provide direct service with no exceptions. The vendor must contact Jonathan Cruce, SCVRD Rehabilitation Engineer, at 864-249-8052 at least two weeks prior to final delivery to coordinate the final fitting, inspection, and delivery schedule.
