About this file

This is a Bid Specification Packet prepared by the South Carolina Vocational Rehabilitation Department (SCVRD) for vehicle modifications. The project involves modifying a used 2022 or newer Chrysler Pacifica Touring L for a 19-year-old female client who has completed driver training and requires adaptive driving equipment. The vehicle chassis will be selected and purchased separately by the client with a negotiated price ranging from $20,000 to $30,000, with preference for Ceramic Gray exterior, Touring L trim or better, and mileage under 50,000 miles. Required modifications include an infloor ramp with access modifications (BraunAbility or VMI Northstar Access360), manual wheelchair tiedown, six-way power transfer driver's seat, push-right-angle hand controls, spinner knob with larger/flatter design, and Sure Grip Switch RF 360 or equivalent to facilitate secondary control access. The awarded vendor shall pick up the vehicle from the client's home in Anderson, South Carolina, coordinate any necessary shipping for modifications, and arrange installation of all adaptive equipment. Final delivery and fitting will occur at the vendor's location, with a South Carolina Vocational Rehabilitation Department Engineer conducting a final inspection at least two weeks after the vendor notifies Jonathan Cruce at 864-249-8052 to schedule the inspection. Payment will be withheld until the vehicle passes engineering inspection.

The modification cost is to be bid separately from the vehicle chassis price and must be supported by current manufacturer installation directives and NMEDA guidelines. The successful vendor must provide a minimum one-year manufacturer's warranty covering all equipment, parts, labor, structural modifications, and adaptive equipment, with warranty service required within a 40-mile radius of the client's Anderson home or through pre-designated local subcontractors. The vendor must demonstrate all equipment to the client at final delivery, provide comprehensive operational safety and maintenance guidance, and furnish the client with warranty service contact information. All modifications must comply with the latest installation standards, and the vendor is solely responsible for obtaining current installation instructions from manufacturers and NMEDA resources available at www.nmeda.org.
