About this file
This is a Bid Specification Packet issued by the South Carolina Vocational Rehabilitation Department (SCVRD) for vehicle modifications. The project involves modifying a new 2025 Toyota Sienna XLE for a VR consumer with bilateral above-the-knee amputation who uses an elevator power wheelchair and drives from a transfer seat. The scope includes installation of a New BraunAbility Hybrid XT-R wheelchair accessible conversion system with power door, power foldout ramp, power kneeling system, and remote entry; Howell Venture pivot arm and hand control system; EZ Lock wheelchair docking base with voice feedback and Bluetooth connectivity; transfer seat base with six-way configuration; spinner knob; emergency release cable; wheelchair bracket with stabilizer; four-point harness; spot mirrors; accelerator and brake guard; and airbag key switch. All equipment must be installed according to the latest available installation directives from equipment manufacturers and NMEDA guidelines. Final inspection will be conducted by a SCVRD Rehabilitation Engineer at the awarded vendor's location at least two weeks after notification of the planned finish date. Payment will be withheld until the vehicle passes the engineer's inspection.
The bid shall include only the cost of modifications and adaptive equipment, excluding the stock chassis price. The awarded vendor must commit to selling the stock chassis (2025 Toyota Sienna XLE in white, silver, or black) to the consumer for a total out-of-door price not exceeding $45,000, including tax, tags, and all fees. The vendor must also agree to accept the consumer's current wheelchair accessible van as a trade-in with fair market pricing, with sales terms negotiated directly with the consumer after bid award. Minimum warranty coverage of one year from final delivery is required for all equipment, parts, labor, modifications, and workmanship, with no cost to the consumer. Warranty service must be provided within a 50-mile radius of the consumer's home in Columbia, South Carolina, with subcontracting permitted only if a factory authorized vendor exists in that area. The awarded vendor is responsible for all final delivery, fitting, adjustments, and consumer instruction at the vendor's location. Contact with SCVRD Rehabilitation Engineer Tamer Naguib must be made at least two weeks prior to final delivery to coordinate inspection and delivery.
