About this opportunity

The Long Beach Fire Department is requesting proposals for vehicle communication equipment installation, removal, and repair services for a fleet of over 180 vehicles under RFP FD-24-438, with proposals due November 14, 2024. A local-vendor preference of 5% applies to Long Beach-based businesses meeting specified criteria under Long Beach Municipal Code Section 2.73, though this preference does not apply to portions funded by tidelands, grant, or State of California funds. The RFP has closed and the City has issued a Notice of Intent to Award to 911 Vehicle.com of Anaheim, California on February 12, 2025; final award is contingent upon successful contract negotiation.

The scope spans four vehicle classification categories — custom-built emergency apparatus (Class A), emergency light vehicles (Class B), administrative and support vehicles (Class C), and specialty/mobile command units (Class D) — requiring installation of 800 MHz and VHF radios, mobile data computers, Code-3 lighting and siren systems, power management systems, antenna systems, and related accessories. LBFD provides critical components including Motorola APX 6500 800 MHz radios, Bendix King GMH-599RP VHF radios, Code 3 lightbars, power management systems, and intercom systems; the contractor supplies compatible accessories, wiring, connectors, and AV components and manages all installation labor. Contractors must demonstrate three years of experience installing emergency equipment in fire service vehicles, familiarity with automotive DC wiring systems, maintain an installation facility, and possess relevant certifications. Insurance requirements are $1 million general liability and $500,000 commercial automobile liability.

The contract runs for two years with three optional one-year renewal periods (five-year maximum). LBFD handles vehicle logistics if the contractor's facility is within 50 miles of Long Beach; otherwise the contractor is responsible. The evaluation criteria were organizational capacity and experience (30%), method of approach (40%), communications and reporting (20%), and cost reasonableness (10%). Payment is made within 45 to 60 days of invoice. An optional pre-proposal meeting was held October 8, 2024. Liquidated damages of $100 per calendar day apply for contractor-caused delays beyond agreed delivery dates.
