About this opportunity
The State of Nevada, through the Office of the Military (Nevada Army National Guard), is soliciting competitive bids for as-needed maintenance, repair, and replacement services for utility vaults and sitework at Southern Nevada National Guard properties located in Las Vegas, North Las Vegas, and Henderson. The scope of work encompasses excavation, shoring, dewatering, removal and disposal of existing structures, installation and retrofitting of concrete vaults and manholes, drain inlet and underground valve work, traffic-rated lid installation, facility fencing, gates, bollards, property markers, light base work, storm drain maintenance, and valve and hydrant exercising, along with permitting and utility coordination with NV Energy. Contractors must submit hourly rate proposals on an as-needed basis, with separate pricing for standard hours (Monday–Friday, 7:00 a.m. to 5:00 p.m.), after-hours, weekend, holiday, and drive/travel time, plus a percentage markup on materials. Required qualifications include Nevada State Controller's Office and Nevada EPro registration, a current Nevada Business License, Nevada Contractors License (if applicable), minimum insurance coverage (Commercial General Liability with $2,000,000 general aggregate, Commercial Auto Liability of $1,000,000 combined single limit, and Workers' Compensation per Nevada statute), proof of Nevada business license, and personnel clearance via the NVARNG Personal Security Questionnaire with valid government-issued identification for access to secure military facilities. The bid submission deadline is 11:59 p.m. on March 20, 2026, via Nevada EPro, with site visits available by scheduling with Isaac Fuentes at (725) 212-2592 with a minimum of two working days' notice. Evaluation criteria include Demonstrated Technical Competence and Specialization (25 points), Past Performance on Similar or Previous State or Government Contracts (25 points), Availability of Key Personnel and Familiarity with Facilities (15 points), Compliance and Safety (15 points), and Cost Factor (20 points), with financial stability assessed on a pass/fail basis. The contract term is four years through June 30, 2030, contingent upon State Board of Examiners approval and sufficient appropriation.
No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information is detailed in the procurement documents. The solicitation does not identify existing infrastructure, technology integration requirements, or specific award values or budget ranges; instead, contract value will be determined by actual as-needed service utilization at the negotiated hourly and material rates submitted by awarded contractors. All contractors must provide a minimum one-year warranty on labor and workmanship, with materials and equipment carrying manufacturer standard warranties, and all work must comply with ASTM C-857/C-858, ACI, and AASHTO standards as well as Nevada Occupational Safety and Health Standards. Award of the contract is contingent on State and/or Federal funding availability from the National Guard Bureau, with no guaranteed minimum funding specified. Invoicing will be processed through Nevada EPro with payment made within 30 days of invoice receipt and agency approval at contracted rates.
