About this opportunity
The Utah Division of Purchasing intends to award a sole-source contract to the Utah Tourism Industry Association (UTIA) for coordinating the annual Utah Tourism Conference and related tourism initiatives. The procurement involves three primary events: the Utah Tourism Conference (scheduled for October 13-16, 2026 in Heber Valley), Tourism Day on the Hill (February 6, 2026 at the State Capitol Rotunda), and a Destination Capitol Hill promotional event in Washington, DC. UTIA will be responsible for event logistics, including signage, printed materials, speaker and lodging arrangements, and registration management, while the Utah Office of Tourism & Film (UOT) will provide in-kind staffing support, program approval, and oversight. The contract term is one year with four potential renewal options, to be reviewed annually in November and finalized by December 31. Deliverables include comprehensive written summary reports submitted within 45 days after each event, detailing attendance numbers, program outcomes, speaker evaluations, and financial overviews of sponsorships and registrations.
The procurement appears to be specifically targeted to UTIA as the sole source vendor, with no explicit set-aside designations or restrictions on organizational types. The contract does not indicate preferences for disadvantaged enterprises or small businesses. The Utah Office of Tourism will provide an annual grant of $70,300 to UTIA to support the outlined program activities, with the total estimated contract value up to $90,000 annually. Cost allocations for specific conference elements will be jointly determined between UOT and UTIA, including expenses for signage, printed programs, speaker fees, lodging, transportation, and materials preparation. The UOT will separately cover costs associated with the Tourism Hall of Fame, including video production, filming, and editing services. Vendors responding to this notice must certify compliance with Utah Code 63G-27, confirming they are not engaged in economic boycotts and agreeing to maintain such compliance throughout the contract term.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
