About this opportunity
Alpine School District (ASD) is conducting a procurement for a comprehensive Chinese Dual Language Immersion (DLI) curriculum and digital platform for Grades 1-9, serving students across the State of Utah. The procurement seeks a transformative educational solution that supports project-based Chinese language instruction, aligns with the redesigned AP Chinese Language and Culture Exam and ACTFL proficiency guidelines, and enables actionable data collection. Vendors must provide a digital platform that enhances student language proficiency, supports real-world communication, and fosters cultural competency. The Request for Proposal (RFP) anticipates a single contract award to the most responsive and responsible vendor with the highest scored proposal. The contract will commence on September 1, 2025, and be completed by May 30, 2026, with potential annual renewals for up to four additional years, potentially extending through 2030. Vendors must submit proposals by August 26, 2025, and guarantee pricing for one year. The procurement will utilize a scoresheet to evaluate vendor submissions, with specific evaluation criteria detailed in the attached documents.
The procurement is structured as a cooperative agreement, allowing participation by multiple Local Education Agencies (LEAs) in Utah. While specific set-aside designations are not explicitly mentioned, vendors must meet prerequisite qualifications outlined in the procurement documents. The contract does not appear to have specific restrictions on business size or disadvantaged enterprise status. The digital platform must integrate with existing educational infrastructure and support comprehensive language learning objectives. Although a specific budget range is not disclosed, the procurement suggests a comprehensive, state-wide implementation potentially serving multiple school districts. Vendors will need to demonstrate robust technological capabilities, cultural expertise, and a comprehensive approach to Chinese language instruction that meets the sophisticated requirements of the Utah Chinese DLI Program.
