Pinellas County Purchasing, on behalf of the Department of Solid Waste, is seeking a qualified contractor to provide comprehensive used gasoline collection, transport, and recycling services for the Household Electronics and Chemical Collection Center (HEC3). The solicitation, identified as ITQ #23-00038-Q, requires a contractor to handle pickup, removal, transport, and disposal/recovery of spent gasoline from two 500-gallon aboveground storage tanks located at 2855 109th Avenue North, St. Petersburg, FL. The facility currently collects an average of 3,705 gallons of spent gasoline monthly, with an estimated total of approximately 44,460 gallons over the contract period. The procurement involves direct tank-to-vehicle gasoline pumping and complete disposal/recovery services. Key dates for this opportunity include a site visit scheduled for October 24, 2022, at 2:00 pm, with final responses due by October 28, 2022, at 9:36 am. The contract term is anticipated to be three years, with potential for two additional one-year extensions, and will require strict compliance with environmental regulations and appropriate handling protocols.
The county has implemented a Sheltered Market approach specifically designed to provide first opportunity to Small Business Enterprise (SBE) firms located in Pinellas, Hillsborough, Pasco, and Manatee Counties for contracts valued between $5,000 and $100,000. To qualify as an SBE, firms must have annual sales not exceeding $3 million for goods/services or $8 million for construction, and employ no more than 50 employees on average. Additional qualification requirements include participation in the E-Verify program and adherence to public records laws. While no specific budget range is explicitly stated, the solicitation suggests a contract value based on the estimated 44,460 gallons of spent gasoline to be collected over the contract period. Vendors must demonstrate capability to handle hazardous materials, comply with environmental regulations, and provide safe, efficient transportation and disposal/recycling services. The procurement emphasizes local business participation and environmental responsibility in managing spent gasoline collection and disposal.
