About this opportunity

The Utah State Board of Education (USBE) is pursuing a sole source procurement for American Automobile Association (AAA) driver education curriculum materials through a direct contract award. The procurement seeks comprehensive hard copy driver education materials for approximately 58 school districts and charters, covering 150 high schools and serving 200 classroom teachers. Specific deliverables include 20 teacher editions, 400 student textbooks, and 24,000 student workbooks annually, with materials encompassing instructor guides, lesson plans, downloadable PowerPoints, videos, tests, quizzes, activities, and parent guides. The contract is structured for a 5-year term, with a notice of intent to award published on October 17, 2025, and responses due by October 24, 2025. Vendors wishing to challenge the proposed award must submit detailed information through the Utah Public Procurement Place Supplier Portal, including their company name and documentation demonstrating alternative sources or comparable curriculum materials.

The procurement appears to have no specific set-aside designations or restrictions on respondent organizations. USBE has determined AAA as the sole source vendor due to their unique ability to provide curriculum materials that align with national and state educational standards. The total contract budget is estimated at $250,000 ($50,000 per fiscal year), though this is not a guaranteed amount. The contract includes comprehensive terms and conditions with strict requirements for data privacy, confidentiality, and information protection. Insurance requirements mandate coverage including workers' compensation, commercial general liability, and cyber liability insurance with minimum limits ranging from $1,000,000 to $3,000,000. Vendors must comply with federal and state privacy laws, including FERPA and the Utah Student Privacy and Data Protection Act. USBE reserves the right to purchase bundled or discounted offers and will determine exact materials and quantities needed throughout the contract period.
