About this file
This is a Notice of Intent to Award a Contract document from the Utah State Board of Education (USBE) proposing a sole source procurement for driver education curriculum materials from the American Automobile Association (AAA). The contract is for a 5-year term with an estimated value of $250,000, covering hard copy driver education curricula materials for Utah schools. The document seeks to determine if there are any other interested and qualified vendors that can meet the specified requirements, with challenges to the proposed award to be submitted through the Utah Public Procurement Place Supplier Portal.
AAA is being identified as the sole source vendor due to their unique capability to produce hard copy driver education curriculum materials that align with national and state standards. The procurement justification emphasizes AAA's longstanding reputation, consistent performance, and singular ability to provide tailored driver education materials. Market research conducted by USBE included reviewing national content standards, searching for alternative vendors, and determining that AAA remains the only vendor capable of providing comprehensive hard copy curriculum that meets the state's specific educational needs. No other vendors were found to offer comparable hard copy materials, and attempts to contact alternative vendors revealed limited electronic-only offerings that do not meet the established requirements.

USBE’s justification for awarding a contract without engaging in standard procurement process is set forth below.
