About this opportunity
The Utah State Board of Education (USBE) has issued a Request for Statement of Qualifications (RFSQ) seeking qualified contractors to provide document editing and Section 508 remediation services. The solicitation is for the USBE School Safety and Student Services section and focuses on remediating public-facing documents to ensure compliance with Section 508 of the Rehabilitation Act and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards. The scope of work encompasses approximately 16 prioritized documents totaling approximately 600 pages, with deliverables including reviewing documents for accessibility barriers, applying appropriate tags and structure, creating alternative text for images, ensuring form field accessibility, verifying keyboard accessibility, and providing transcripts or captions for multimedia content. Documents must comply with the USBE Style Guide, and all vendor resources will be provided by USBE. The contract term runs from the execution date through June 30, 2027, with document delivery dates ranging from June 1, 2026, through October 5, 2026, and one document due as soon as possible. Monthly meetings between the contractor and USBE are required to discuss timelines and project progress. The RFSQ closed on April 30, 2026, with all proposals required to be submitted electronically through the Utah Public Procurement Place (U3P) portal. Offerors must guarantee pricing for the contract period, and any allowable price adjustments require at least thirty days' notice and supporting market analysis documentation.
No specific set-aside designations or restrictions limiting responses to particular organization types are identified in the solicitation documents. The procurement is structured as a small purchase of professional services and consultants under Utah Administrative Rule R277-122-6, which establishes a maximum allowable contract value of $175,000; however, the current all-inclusive budget for this project is limited to $80,000, covering all expenses including contractor labor, materials, and invoicing requirements. Contractors must comply with USBE's Standard Terms and Conditions for Goods and Services (revised October 2025), which require commercial general liability insurance with a minimum of $1,000,000 per occurrence, workers' compensation insurance, compliance with all federal and state laws and regulations, and strict data handling requirements including encryption and secure transmission via HTTPS or FTPS. The contract includes a one-year warranty period for all procurement items, and USBE retains all rights, title, and interest in system data and deliverables. USBE reserves the right to terminate the contract for convenience upon thirty days' written notice or for cause with a ten-day cure period. Contractors are responsible for their own travel expenses and cannot invoice USBE for travel costs. The Program Manager is Rhett Larsen (rhett.larsen@schools.utah.gov, 801-538-7997), and the Contract Manager is Michael Iwasaki (michael.iwasaki@schools.utah.gov, 801-538-7621).
