About this opportunity

The Utah State Board of Education (USBE) has issued a Request for Statement of Qualifications (RFSQ) for emergency preparedness training services focused on Avoid, Deny, Defend response protocols for K-12 school leaders and personnel. The procurement seeks a qualified contractor to deliver developmentally appropriate training aligned with nationally recognized active threat response protocols, which may be delivered through proprietary or copyrighted programs, and must comply with Utah Administrative Rule R277-4006. The contractor shall utilize evidence-based instructional strategies, incorporate realistic scenarios, and provide participant handouts and facilitator resources suitable for cascading training throughout local education agencies (LEAs). Key deliverables and objectives include developing comprehensive training materials, participating in at least two meetings monthly with the School Safety Center, obtaining program approval before completion, ensuring Section 508 compliance for accessibility, and completing all deliverables by June 30, 2027. The training must address emergency preparedness protocols appropriate for school environments and support LEA implementation. The RFSQ closed on May 7, 2026, with all proposals required to be submitted electronically through Utah Public Procurement Place (U3P) by the published closing date and time. Evaluation criteria include the contractor's qualifications, relevant experience, proposed training methodology, evidence-based instructional strategies, pricing, and ability to meet the project timeline and deliverables.

The procurement is structured as a small purchase of professional services under Utah Administrative Rule R277-122-6, with no indicated set-aside designations or restrictions limiting the types of organizations that may respond. No incumbent vendors or current contractors are identified in the solicitation documents, and there are no existing systems or technology platforms requiring integration, as the contractor will develop training materials and resources from the ground level. The contractor is responsible for all performance costs and may not invoice USBE for travel expenses. The contract is awarded as a firm, fixed-price agreement with a maximum allowable contract value of $175,000 under the Small Purchases rule, though the current all-inclusive project budget is limited to $170,000. All submission costs, including preparation, interviews, and presentations, are the offeror's responsibility and will not be reimbursed by USBE.
