About this file
This file is a PowerPoint presentation from the Utah Supplier Portal providing instructional guidance on updating vendor profile settings within the SciQuest Supplier Network system. The presentation addresses the Utah State Board of Education's Request for Statement of Qualifications for emergency preparedness training services aligned with Avoid, Deny, Defend response protocols for K-12 school personnel. The RFSQ seeks qualified offerors to provide developmentally appropriate training for school leaders and personnel on nationally recognized active threat response protocols, which may be delivered through proprietary or copyrighted programs. The solicitation is issued under the Utah Procurement Code and applicable administrative rules, with an anticipated single contract award to a responsive and responsible offeror under Administrative Rule R277-122-6 for Small Purchases of Professional Service Providers and Consultants.
The maximum contract value is $175,000.00, with the current all-inclusive project budget capped at $170,000.00. Vendors must verify their response submission deadline by checking the time zone setting in their account, as the Utah State Board of Education operates on Mountain Daylight Time/Mountain Standard Time (MDT/MST), though the system defaults to Eastern Time. The presentation instructs vendors on accessing their vendor profile through the SciQuest Supplier Network portal and selecting the appropriate time zone for all sourcing event times to display correctly. Vendors are strictly prohibited from communicating regarding this RFSQ with conducting procurement unit staff or evaluation committee members except through the designated USBE procurement officer overseeing the solicitation. Additional inquiries may be directed to sciquestadmin@Utah.gov.
