About this opportunity
Sacramento County is requesting bids to upfit five county-owned Utilimaster step vans on 2026 Freightliner custom chassis under RFB 2026-RFB-0106, with bids due November 4, 2026 at 3:00 p.m. and questions due October 22, 2026. The County applies a 2% micro-business preference and a 5% local-business preference for enterprises meeting specified qualification criteria.
The scope comprises three distinct configurations: one 14-foot upfit with 30,000-pound GVWR, three 16-foot upfits with 25,500-pound GVWR, and one 18-foot upfit with 30,000-pound GVWR. All vans will feature Cummins 6.7 turbocharged diesel engines, Allison automatic transmissions, and custom interior configurations including shelving, cabinets, work benches, and drawers per detailed technical drawings. Completed vans will serve Sacramento County's Department of Transportation and Department of Water Resources for construction and maintenance operations. The successful bidder must arrange pickup of bare chassis units from Fleet Services at 4001 Branch Center Road, Sacramento, and bear all transportation costs. Work must comply with California Vehicle Code, California Air Resources Board certification, National Highway Traffic Safety Administration standards, and all federal and state safety regulations. The County emphasizes emissions reduction as the single most important evaluation factor beyond price. All work must meet strict quality standards including powder coating, electrical wiring specifications prohibiting Scotch Lock connectors, GFCI protection, and proper cable and hose securing.
Pricing must be all-inclusive, firm, fixed-price per unit FOB Destination, Freight Prepaid and Allowed, with payment terms NET 30. Sales tax at 7.75% applies to taxable line items. The successful bidder must provide a one-year parts-and-labor warranty commencing upon County acceptance, users list of similar equipment in the Sacramento area, shop and service manuals, and may be required to provide demonstrations and operator and mechanic training. Minimum insurance includes Commercial General Liability of $2 million per occurrence, Automobile Liability of $1 million, Workers' Compensation with statutory limits, and Professional Liability of $2 million. Award is scheduled for November 25, 2026, on a lowest responsive and responsible bidder basis with consideration given to product warranty, service and parts support, satisfied users in the area, and delivery lead time.
