About this file
This is a specification document from the County of Sacramento Internal Services Agency Fleet Services Division for the upfitting of five (5) county-owned Utilimaster step vans on 2026 Freightliner Custom chassis. The County will provide the bare van bodies, and the successful bidder will be responsible for completing final stage manufacture and upfitting to create fully functional vehicles. Three distinct upfit configurations are specified: one (1) Upfit 14FT van with a 14-foot cargo area and 30,000-pound GVWR, three (3) Upfit 16FT vans with 16-foot cargo areas and 25,500-pound GVWR, and one (1) Upfit 18FT van with an 18-foot cargo area and 30,000-pound GVWR. All vans will feature Cummins 6.7 turbo-charged diesel engines, Allison automatic transmissions, and custom interior configurations including shelving, cabinets, work benches, drawers, and integrated equipment. The completed vans will be used by the County Department of Transportation and Department of Water Resources for construction and maintenance operations. The successful bidder must arrange pickup of the chassis units from Fleet Services at 4001 Branch Center Road, Sacramento, California, and bear all transportation costs. Pre-production, pre-paint, pre-delivery, and in-service inspections are required, with the County providing travel and lodging for representatives if inspections occur beyond 150 miles from the Fleet Services facility.
The specification requires comprehensive compliance with California Vehicle Code, California Air Resources Board (CARB) certification, National Highway Traffic Safety Administration standards, and all federal and state safety regulations. Bidders must provide a users list of similar equipment in the Sacramento area, shop and service manuals for review, and may be required to provide demonstrations and operator and mechanic training. The County emphasizes emissions reduction as the single most important evaluation factor beyond price consideration. All work must meet strict quality standards including powder coating, electrical wiring specifications prohibiting Scotch Lock connectors, GFCI protection, proper cable and hose securing, and grounding protocols. The bidder is responsible for all damage occurring while vehicles are in their possession and must store units in a fenced, locked facility at no storage cost. A minimum one-year parts and labor warranty commences upon County acceptance, with the vendor responsible for warranty registration and transportation to repair facilities. All invoicing must correspond to purchase order line items, and Federal Excise Tax is excluded from pricing. Delivery must include four complete key sets per unit, standard tool kits, and operator and safety manuals for all equipment and accessories.

I. GENERAL
1. It is the intent of the County of Sacramento to purchase a piece of equipment that will provide optimum benefit to the County. This does not necessarily mean that the County will buy the lowest priced product. Consideration will be given to the engine emissions, product warranty, service and parts support available in the Sacramento area, the number of satisfied users in this area, delivery dates and bidders past performance.
2. After mission consideration, the single most important factor in the bid evaluation will be emissions reduction factor of the engine. The County of Sacramento is committed to purchasing engines for vehicle(s)/equipment that meet or exceed actual tailpipe emissions standards for current year, specified by the EPA for the engine manufacturer.
3. CARB CERTIFICATION: CARB certification is required for all engines included in bid submissions. California ARB engine executive order(s) will be included with engines offered within the bid response. A bid response that does not include this document for standard and optional engines will be rejected. For the purposes of this specification, this provision applies to the engine powered welder or any other auxiliary engine powered equipment.
4. USERS LIST: Bidder will provide, with the bid, a user’s list showing the names and addresses of businesses and other entities in the Sacramento area using the bid product. This may be used as a reference list by the County and consideration will be given to the number of users in this area.
5. DOCUMENT REVIEW: The bidder will provide, for the County’s review, at the County’s request, prior to bid award, copies of shop and service manuals for the equipment that was bid. Incomplete shop or service information may be cause for rejecting a bid.
6. DEMONSTRATION: At the request of the County the bidder may be required to provide a demonstration of the product bid. At the request of the County, failure to provide a demonstration as soon as reasonably possible but not to exceed thirty (30) days from the time of the request or failure of the product to perform satisfactorily during the demonstration may be grounds for bid rejection.
7. START UP AND TRAINING: At the option of the County, the successful bidder will be required to provide up to eight (8) hours of operator and eight (8) hours of mechanic training. Instructor(s) used will be qualified and experienced with the equipment on which they are training. Bidders will be prepared to provide the following in writing to the County upon request:
a. Qualifications and experience of instructor(s) with specified vehicle(s) or equipment.
b. Curriculum used during the operator and mechanics training.
