About this opportunity
The City of West Jordan, Utah is soliciting proposals from municipal impact fee consulting firms to update its Fire, Parks, Police, Stormwater, Wastewater, and Water impact fees, with proposals due November 19, 2026 at 2:00 p.m. Mountain Time through the Utah Public Procurement Place (U3P) and questions due November 10, 2026 at 10:00 a.m. MST. The solicitation carries no set-aside. The Transportation Impact Fee is excluded because the City recently completed its update.
Under RFP #WJAS27102801, the consultant prepares an Impact Fee Analysis based on an Impact Fee Facilities Plan in accordance with Utah Code Title 11-36a, delivers two in-person City Council presentations with final recommendations, and provides general consulting to City Administration staff. Deliverables include a written Facilities Plan and Impact Fee Analysis with proposed code changes and fee schedules, due no later than September 17, 2027, plus monthly progress reports submitted with invoices. Required insurance includes professional liability of not less than $1 million per claim and $2 million aggregate, general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million per accident, and workers' compensation. The accompanying COI guide requires the City to be named as additional insured for ongoing and completed operations, with Additional Insured and Waiver of Subrogation endorsements documented.
Proposers submit an all-inclusive fixed fee with subtotals by task. The contract term runs through September 17, 2027, and either party may terminate with 30 days' written notice. The jurisdiction is Salt Lake County.
Evaluation weights Relevant Experience, Qualifications, and References at 35 points; Technical Methodology and Approach at 25 points; Work Plan and Schedule at 15 points; and Cost Proposal at 25 points, scored by the formula 25(2-(Proposed Price/Lowest Proposed Price)). The City may require oral presentations at the offeror's expense, negotiate a best and final offer with the selected applicant, and reject any or all proposals.
Proposals become public records after award under the Government Records Access and Management Act (GRAMA). Confidentiality claims must be specifically designated as "PROTECTED" with adequate descriptions, and the City may decline blanket claims.
