About this opportunity
The West Virginia Division of Corrections and Rehabilitation canceled ARFQ 0608 DCR2700000011 through Addendum No. 5 to Version 6, which had set October 23, 2026 for questions and October 30, 2026 at 10:30 a.m. for bids. The Division issued the lump-sum design-build request on behalf of Parkersburg Correctional Center and Jail, and the work sits at the facility at 225 Holiday Hills, Parkersburg, in Wood County, with invoices directed to the Division's Central Office in Charleston.
The scope covered replacing and rehabilitating an approximately eight-foot-wide underground stormwater system of about 365 feet of piping, which carries runoff from the facility, Berry Run Creek, Interstate 77, and U.S. Route 50 and had produced reported parking lot and adjacent area collapses. Completion was required within 120 calendar days of the notice to proceed, and liquidated damages were excluded. Bidders had to attend the mandatory pre-bid meeting on September 4, 2026 at 10:00 a.m. Addendum No. 1 removed the professional engineering license and professional liability insurance requirements, leaving a West Virginia Contractors License, commercial general and automobile liability insurance at $1,000,000 per occurrence with the State as additional insured, and workers' compensation.
Compliance terms included a bid bond equal to 5 percent of the total bid, a performance bond and a labor and material payment bond each equal to 100 percent of contract value before award, Davis-Bacon wage rates for federally funded work, a 75 percent local labor market hiring requirement, drug-free workplace certification with annual reporting, and a subcontractor list due within one business day of bid opening for any subcontractor performing over $25,000 of work. Noncompliance with pre-bid attendance, timely submission, addendum acknowledgment, or licensing results in disqualification.
