About this file

This is an Addendum No. 4 to a Request for Quotation (RFQ) issued by the West Virginia Department of Highways (DOH) and the Division of Corrections and Rehabilitation (DCR) for an underground stormwater culvert pipe project at the Parkersburg Correctional Center and Jail. The project involves the installation of stormwater drainage infrastructure at the facility. The scope of work includes work with an eighty-foot section of new ninety-six-inch metal culvert pipe that has been installed by the DOH, along with modifications to existing pre-cast concrete culvert infrastructure. The addendum addresses nine contractor questions regarding design alternatives, hydraulic evaluations, pipe material specifications, permitting timelines, survey requirements, and project scheduling. The deadline for submitting questions has been established as 2:00 PM Eastern Standard Time on October 23, 2026, with bids due at 10:30 AM Eastern Standard Time on October 30, 2026. Attachment No. 14 provides photographs documenting the changes and site modifications that have been completed by the DOH.

The addendum clarifies that the DOH has determined the pipe size and material specifications and that no hydraulic evaluation has been conducted to support these requirements. A topographic survey of the site has not been completed, and publicly available LiDAR data with supplemental surveying may be acceptable. The Notice to Proceed will be issued after contract encumbrance, with the specific date to be agreed upon between the contractor and DCR at a pre-construction meeting. The addendum indicates that the scope of work will be modified and issued in a future addendum due to changes the DOH has made to the site, including excavation of existing metal culvert pipe, installation of rock base materials, and placement of concrete bin blocks and other structural elements.

CULVERT PIPE

Addendum No. 4:

Questions:

Q1: We met with our engineers this afternoon looking at this project, and the question came up about using a precast concrete bridge system instead of the culvert pipe. Would this be an option for you? It may be similar priced, but you would avoid the water issues all together if you did this. We could remove the existing pipe back to the box culvert and restore the stream area. Just wanted to ask this question.

A1: No, the DOH has installed eighty (80’) feet of a new ninety-six (96”) inch metal culvert pipe.

Q2: A typical design-build project would allow the contractor and engineer to verify pipe sizes and material type prior to bid, and it would be up to the contractor/engineer to bid the project based on their initial evaluation of the site. For this project we are being told the size and pipe material, leading every contractor to bid the same bid item which is typical of a design-bid-build project. Has a hydraulic evaluation been conducted that supports the request to install a certain style/size of pipe?

A2: No, a hydraulic evaluation has not been conducted. The DOH has installed eighty (80’) feet of a new ninety-six (96”) inch metal culvert pipe.

Q3: With the history of flooding in the area, it seems that installing the same size culvert system will continue to result in additional flooding. Although the bottle neck of water flow begins upstream of the site, damage downstream or around the restaurant could present liability to the Department, contractor and engineer.

A3: The DOH has installed eighty (80’) feet of a new ninety-six (96”) inch metal culvert pipe.

Q4: If we are to follow the WVDOH Hydraulic Design Directive (Design Directive 503 and

Table 503-1), corrugated metal pipe would not be allowed under the road due to fill height restrictions.

A4: The DOH said that requirement is only for four lane highways.

Q5: It was discussed during the pre-bid meetings that potentially a Con/Span box or bridge may be utilized under the road, and the galvanized pipe would be removed all the way to the concrete pipe. Then a headwall could be installed on the concrete pipe to direct flow to the concrete pipe. By leaving the concrete pipe in place, isn’t that just moving the problem downstream? Wouldn’t any backwater from a flood event have the potential to erode around the headwall and/or the Con/Span structure?

UNDERGROUND 2 ADDENDUMS

A5: The DOH has installed eighty (80’) feet of a new ninety-six (96”) inch metal culvert pipe.

Q6: Has it been discussed to remove all of the pipe (metal and concrete) on the property, all the way to the discharge points in the stream, and create an open channel through the site? This should reduce the liability offloading to the surrounding properties and protect any structure that is placed under the roadway.

A6: The DOH has installed eighty (80’) feet of a new ninety-six (96”) inch metal culvert pipe.

The existing pre-cast concrete culvert will remain.

Q7: Can you please clarify the schedule for design and construction. It was discussed in the pre-bid that the project was to be complete 120 days from the notice to proceed.

Obtaining a NPDES Construction Stormwater Permit and approval through the USACE could potentially take up the entire 120-day period.

A7: The DOH has installed eighty (80’) feet of a new ninety-six (96”) inch metal culvert pipe.

Q8: It was discussed that a Notice to Proceed could be issued whenever the contractor was ready to begin construction (i.e., after design and permitting). Typically the Notice to Proceed is the acceptance and the award of the contract. Would that mean that the award of the contract would not be given until after the design and permitting phase is complete?

A8: The notice to proceed is issued after the contract has been encumbered. The notice to proceed date is a date agreed upon between the contractor and the DCR at the pre-construction meeting.

Q9: Has a topographic survey been conducted at the site? Will publicly available LiDAR be acceptable for the base mapping with supplemental surveying to pick up the utilities and the sinkhole? Or would you prefer the site to have an up-to-date topographic survey?

A9: No, a topographic survey has not been conducted on the site.

Clarifications:

C1: Because of the previous flooding and having to close U. S. route, 50, the DOH has excavated and removed all the existing metal culvert pipe that was located below the facility access road and field to the east side of the existing pre-cast concrete culvert.

DOH has installed a rock base on the bottom area of where the existing metal culvert pipe was located. The DOH has installed eight (80’) feet of new ninety-six (96”) metal culvert pipe from the east side of the access road and ends sixty-four (64”) to sixty-eight (68”)

inches from the east side of the existing pre-cast concrete culvert. The DOH has installed rock around the new ninety-six (96”) inch metal culvert pipe and in the area located where the access road. On both the east end of the new ninety-six (96”) inch metal culvert pipe, the DOH has install concrete bin blocks between the existing metal culvert pipe that is located on the west side of the restaurant parking lot. They have also installed large concrete pieces on the east side of the new ninety-six (96”) inch metal culvert pipe that were removed from around the outside of the existing metal culvert pipe that was removed. The DOH has installed concrete bin blocks on the west side of the new ninety-six (96”) inch metal culvert pipe and the east side of the existing pre-cast concrete culvert. Other locations above the new ninety-six (96”) inch metal culvert pipe has been filled in with existing dirt.

C2: Because of the previously stated in clarification C1, the scope of work on the project will be changing and issued out at a future addendum.

C3: Attachment no. 14: pictures of changes that have been made, has been added.

C4: The deadline for questions has changed: 2:00 PM E.S.T. on October 23, 2026.

C5: The bid time and date have changed: 10:30 AM E.S.T. on October 30, 2026.
