About this opportunity

The Texas Health and Human Services Commission Procurement and Contracting Services division is requesting bids for uniformed armed and unarmed security guard services at HHS Region 03 facilities under IFB PCS 137, with responses due August 11, 2026 at 10:30 a.m. Central Time. A 26% Veteran Heroes United in Business (VetHUB) subcontracting utilization goal applies; all respondents must submit a completed Subcontracting Plan demonstrating good-faith efforts to subcontract with certified VetHUB vendors, with failure to comply constituting material non-responsiveness and grounds for bid rejection.

Region 03 encompasses 18 counties and 30 cities across the Dallas-Fort Worth metropolitan area and surrounding regions. The scope includes on-site uniformed armed and unarmed security guard services, armed and unarmed patrol vehicle security, and armed and unarmed foot patrol security across 17 individual posts at HHS locations. Post hours range from 6:30 a.m. to 7:00 p.m. Monday through Friday, with some locations requiring 24-hour, seven-days-a-week coverage. Unarmed security guards must hold a minimum one year of experience and a Level II license; armed security guards must have at least two years of experience, successful completion of Texas-approved armed security guard training, a valid Level III license, and required permits to carry weapons. All personnel must be at least 18 years old and pass comprehensive Texas Department of Public Safety criminal and sex offender background checks prior to assignment. The contractor must maintain a valid Class B license from the Texas Private Security Board and provide a minimum of three verifiable references for similar services within the last five years.

The historical monetary value for the same or similar services is $840,000 for the period September 1, 2025 through August 31, 2026; HHS does not guarantee any volume or compensation. The initial contract term runs September 1, 2026 through November 30, 2026, with an option for HHS to extend for up to one additional year at its sole discretion. Pricing must be firm and fixed using the pricing structure in Exhibit C, with unit rates including all labor, equipment, materials, supplies, and related expenses. Price adjustments are permitted only at HHSC's sole discretion and must correlate with the Consumer Price Index or Federal Minimum Wage increases. Evaluation criteria include ability to meet requirements and specifications, ability to meet performance delivery requirements, and price, with award made to the bidder offering best value to the state rather than necessarily the lowest-priced bidder. Questions are due July 28, 2026; responses to clarifications post July 31, 2026. A courtesy review deadline for HUB Subcontracting Plans is August 3, 2026. Comprehensive insurance coverage is required including Workers' Compensation ($1,000,000 employer's liability limit per occurrence), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Umbrella Liability ($1,000,000).
