About this file
This Scope of Work document is an Invitation for Bid (IFB) issued by the Texas Health and Human Services Commission (HHS) for licensed and qualified security guard companies to provide on-site uniformed armed and unarmed security services at HHS facilities located in Region 03, which encompasses 18 counties and 30 cities across the Dallas-Fort Worth metropolitan area and surrounding regions. The solicitation requests vendors capable of providing unarmed security guard services, armed security guard services, unarmed and armed patrol vehicle security, and unarmed and armed foot patrol security across multiple HHS locations. The contract specifies 17 individual posts with varying service requirements, including lobby security, foot patrol, and parking lot coverage. Post hours range from 6:30 a.m. to 7:00 p.m. Monday through Friday, with some locations requiring 24-hour, seven-days-a-week coverage. The document includes detailed security guard requirements, vendor responsibilities, and operational procedures but does not specify a response deadline, bid opening date, or contract award date in the provided scope of work excerpt.
The pricing structure is based on hourly rates to be submitted by bidders on a separate pricing sheet included in the solicitation. Vendors must invoice weekly, providing detailed itemized lists of hours worked by security guards at each location with supporting documentation including timesheets, daily logs, and payroll records. HHS reserves the right to verify minimum wage compliance through paycheck receipts and payroll records, with payment potentially held pending verification. Vendors must meet strict compliance requirements including responding to non-emergency service requests within 12 hours and emergency requests within four hours, maintaining 24-hour contact availability, correcting identified problems within 24 hours, and replacing security guards within one hour upon HHS request. Non-compliance provisions specify that failure to provide a security guard at any post three times within a six-month period may result in contract termination. A post-award meeting is required within ten calendar days of purchase order issuance to establish post procedures, lines of communication, and contract administration responsibilities.
