About this opportunity

The Utah Department of Transportation (UDOT) Region 3 is issuing an Invitation for Bid (IFB) for Carcass Removal Services, solicitation #UDOT260086CN, targeting the removal and disposal of animal carcasses from highway right-of-ways across Utah, Juab, Wasatch, Duchesne, Uintah, and Daggett Counties. The procurement will result in two separate five-year contracts, divided into Station Area 1 and Station Area 2, with contractors required to patrol specified state routes twice weekly during daylight hours. Key deliverables include removing both wild and domestic animal carcasses, maintaining a Utah Division of Wildlife Resources Certificate of Registration, using smartphone GPS tracking, and reporting carcass locations through a specific mobile app. Contractors must provide their own vehicles, equipment, and personnel, adhering to specific safety requirements and personal protective equipment standards. The evaluation criteria will focus on the lowest responsive and responsible bidder, with pricing based on route miles and calculated by multiplying the cost per mile by patrol route miles. The solicitation was posted on October 1, 2025, with bid responses due by October 9, 2025.

The procurement appears open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. Bidders must submit a complete Vendor/Customer Creation/Modification form and W-9, demonstrating their tax and payment information eligibility. Contractors can bid on individual sub-areas or multiple areas but must bid on each sub-area in its entirety. The contract includes provisions for potential route expansions within 50 miles of the assigned station and allows for additional pricing considerations such as emergency callouts and pickups outside standard patrol routes. While specific budget ranges are not explicitly detailed, the contract structure suggests flexibility in pricing, with a price increase matrix for potential adjustments in fuel, disposal, labor, and other costs. UDOT reserves the right to evaluate pricing and discuss any unreasonable rates with contractors, indicating a collaborative approach to contract management and pricing negotiations.
