About this opportunity

The Utah Department of Transportation (UDOT) Region 2 has issued an Invitation for Bid (IFB) Solicitation #UDOT260085CN for Carcass Removal Services, seeking a contractor to remove and dispose of animal carcasses from highway right-of-ways across Summit, Salt Lake, and Tooele Counties. The procurement will result in three separate five-year sub-area contracts (East, South, and West), with bidders able to submit proposals for one or multiple sub-areas. Contractors must patrol specified state routes twice weekly, removing both wild and domestic animal carcasses from highway rights-of-way, and will be required to use a Wildlife Vehicle Collision Reporting Mobile App to log carcass locations. The evaluation criteria will be based on the lowest overall cost, calculated by multiplying the cost per mile by the miles per patrol route for each sub-area. Contractors must possess a Certificate of Registration from the Utah Division of Wildlife Resources and comply with specific safety and equipment requirements. The solicitation was posted on October 1, 2025, with bid submissions due by October 9, 2025, and requires comprehensive documentation demonstrating compliance with outlined specifications and requirements.

There are no specific set-aside designations or restrictions on responding organizations mentioned in the procurement documents. Contractors must meet general qualifications including proper wildlife removal certification, ability to cover specified geographical routes, and capacity to provide detailed tracking and reporting of carcass removal activities. The contract allows for pricing on additional routes within 50 miles of the requesting station and includes provisions for emergency call-outs and out-of-route pickups. While specific budget ranges are not explicitly stated, the contract structure suggests potential multiple awards with individual sub-area contract values. Contractors will be required to maintain specific insurance coverages, including workers' compensation, commercial general liability, and commercial automobile liability insurance with defined minimum coverage limits. The contract includes standard state provisions for performance, confidentiality, and compliance with Utah procurement regulations, with the potential for multiple five-year contract terms across the three identified sub-areas.
