About this file

This document is a Scope of Work for an Invitation for Bid (IFB) issued by the Utah Department of Transportation (UDOT) Region 2 for Animal Carcass Removal Services. The contract will result in three separate five-year sub-area contracts (East, South, and West) covering Summit, Salt Lake, and Tooele Counties. Contractors will be responsible for patrolling specified state routes twice per week, removing and disposing of animal carcasses (wild and domestic, large and small) from highway right-of-ways. The routes cover various interstate and state highways, with specific mile post ranges and patrol requirements for each sub-area.

The contract will be awarded based on the lowest overall cost, calculated by multiplying the cost per mile by the miles per patrol route for each sub-area. Contractors must bid on each sub-area in its entirety and can potentially win multiple sub-areas. Additional pricing is allowed for routes within 50 miles of the requesting station. Contractors are required to use a Wildlife Vehicle Collision Reporting Mobile App to log carcass locations, possess a Certificate of Registration from the Utah Division of Wildlife Resources, and comply with specific safety and equipment requirements. Invoicing is contingent upon submitting vehicle tracking data, carcass disposal receipts, and verification of carcass log data.

Attachment B Scope of Work Animal Carcass Removal Services UDOT/Region 2

1. General Information This bid will result in an Agency Contract for the State of Utah, Department of Transportation (UDOT) Region 2. This Contract will result in a five (5) year Agency Contract for the purpose of providing the removal and disposal of all animal carcasses (wild and domestic; large and small) from highway right-of- ways on specified routes as per the Cooperative Agreement between UDOT and the UDWR.

UDOT/Region 2 will award three separate sub-area contracts (East, South & West). It is the bidders' responsibility to make sure that their business is within a reasonable distance to perform the services for each station/location bid, as UDOT will only pay for the routes and miles listed.

2. Bid Award

UDOT/Region 2 will award three separate sub-area contracts (East, South & West). It is the bidders' responsibility to make sure that their business is within a reasonable distance to perform the services for each station/location bid, as UDOT will only pay for the routes and miles listed.

Bids will be awarded to UDOT/Region 2 by sub-area’s (East, South & West) to the lowest, qualified, responsive bidder. These Contracts may result in multiple awards, whichever is in the best interest of UDOT. The Contractor must bid each sub-area in its entirety, but is not required to bid on every sub-area. The Contractor may win multiple Region 2 sub-areas.

UDOT/Region 2 boundaries include Summit, Salt Lake and Tooele Counties. Due to the geographical size of UDOT/ Region 2, the Region will be divided into three sub-Areas: (1) East Area, (2) South Area, and (3) West Area.

Each sub- area requires a separate bid.

Basis of Award.

Award will be based off Attachment D “Itemized Price List” and given to the contractor with the overall lowest cost from the sum of the submitted Cost Per mile multiplied (x) by the Miles per Patrol route for each sub area (East, South, & West).

Basis for Award equation:

Awarded Contractor =

Sum of all routes

(Cost Per Mile x

Miles Per Patrol Route)

UDOT reserves the right to evaluate all pricing submitted in attachment D under the heading “FOR CONTRACTUAL PURPOSES ONLY” to demine whether pricing is fair and reasonable. If pricing appears to be unreasonable UDOT reserves the right to compare with other bids submitted and discuss questionable items. UDOT may allow contractor to bring pricing on items to a reasonable price.

3. Certificate of Registration (COR) The Contractor agrees to utilize and maintain a Utah Division of Wildlife Resources (UDWR)-issued Certificate of Registration (COR) that UDWR has provided to UDOT. UDOT will provide the COR to the Contractor upon award of this Contract and before the first carcass patrol. COR will expire at the end of the Contract. The Contractor is responsible for destroying the COR at the end of the Contract.

4. The Contract and UDWR (COR) Documents Must Be in Contractor’s Possession While Patrolling.

The Contractor operating under this Contract, with the authority of UDOT, shall possess a copy of this Contract in its entirety during the time the Contractor is patrolling for and transporting protected wildlife carcasses. Utah Division of Wildlife Resources (UDWR)-issued Certificate of Registration (COR) must also be in Contractors possession while patrolling (See section 3).

5. State Routes To Be Monitored Removal and disposal of all animal carcasses (wild and domestic; large and small) from highway right-of-ways on the following state routes:

6. Additional Pricing, Sections, and Routes Additional pricing and sections or routes not stated in the specifications may be added to the Contract provided that they are within fifty (50) miles of the requesting station. This is contingent on what is in the best interest of UDOT, and if both UDOT and the Contractor agree.

7. Requested Pickup for Carcasses Located Outside of Patrolled Route Limits Contractor will give pricing for their availability for non-emergency pick up requests that are within a fifty-mile radius of the requesting station. Contractor will pick up the requested carcass on their next scheduled pick up day. Billable (round trip) miles will start from the nearest point of a patrolled route. IE, if a carcass needs to be picked up at mile post 4 and the end of the patrol route ends at milepost 3, you will bill UDOT a round trip from mile post 3 to mile post 4.

8. Call-Outs For Emergency Carcass Pickups Contractor will give pricing for emergency call-outs that are within a fifty-mile radius of the requesting station.

(Carcass must be picked up within 24 hours of call).

9. Frequency and Days to Patrol The Contractor agrees to patrol all Contracted routes within the area twice per week with a 3 day gap between patrol days. IE: Monday/Thursday, Tuesday/Friday, or Wednesday/Saturday. The contractors' requested patrol schedule will be pre-approved by the District Engineer for the sub-area.

This is for 52 weeks per year unless otherwise specified in the “Notes/Patrol Period” column in the Table under the above Paragraph 5. State Routes to Be Monitored.

10. Patrol Hours and Performance Patrol time shall be performed during daylight hours only. The Contractor shall provide multiple vehicles and equipment as needed to ensure that all animals on all routes are picked up during the patrol days schedule each week. If the vehicle reaches capacity then the Contractor shall be required to dispose of the load and return to the same site where he/she left off and resume the patrol. Extra payment for dumping and returning shall not be paid as extra mileage.

11. Single Direction Pass or Both Direction Pass On interstate highways, where the lanes are divided, patrols shall be made in both directions so each side of the Interstate will be patrolled. Removal shall be performed in both directions of travel. On non-interstate highways, where the lanes are adjacent, the patrol may be made for both directions in a single pass. Directions as to whether a “Single Pass” or a “Both Direction Pass” is required are located in the “Notes/Patrol Period” column in the Table above in Paragraph 5. State Routes to Be Monitored.

12. Labor and Equipment The Contractor shall provide all labor and equipment necessary to patrol the roadway, pickup and dispose of the remains.

All patrol vehicles must be clearly marked with company name/logo for State Agencies and Law enforcement to visibly see.

Contractor must comply with Utah Administrative Code: Rule R920-8. Flashing Light Usage on Highway Construction or Maintenance Vehicles https://rules.utah.gov/publicat/code/r920/r920-008.htm

13. Contractors Safety/Traffic Control The safety of our contractors is very important. For situations that require traffic control back up, contact the Supervisor for the area being patrolled.

14. Personal Protective Equipment A. All personnel must wear Personal Protective Equipment (PPE) at all time when on UDOT Right of Ways, in accordance with UDOT Policy 06E-02:

1.Class III ANSI certified vest for upper body.
2.Leather safety toed boots.
3.Shirt with sleeves at least down to the elbow (absolutely no tank tops, no cut off sleeves, and no shirtless workers).
4.Full length pants.
5.Hearing protection (either earmuffs, ear plugs, or ear canal caps).
6.ANSI certified safety glasses with plastic, non-breakable lenses.
7.While not required, it is recommended that workers wear orange hats to increase visibility.

15. Smartphone GPS The Contractor is required to have a smartphone equipped with GPS while on patrol. The data collection device required in Paragraph 16. Wildlife Vehicle Collision Reporting Mobile App below must also meet the cell phone requirements herein. Failure to comply with this requirement may result in termination of this Contract and/or only partial payment of the invoice.

16. Wildlife Vehicle Collision Reporting Mobile App.

Explanation:

Animal carcass locations are reported by Utah Department of Transportation Contractors that remove carcasses from ~1,200 miles of roads throughout the state. Animal carcasses are reported by Contractors in the field using smartphones and the "Wildlife-Vehicle Collision Reporter Mobile App". Using the smartphone’s GPS, this app records the carcass location with an average accuracy of 16 ft.

Animal carcass data is used in a variety of ways to make highways safer for drivers and wildlife. Because of this important information, it is vital that every carcass is logged at the site of collection. Failure to do this may result in termination of the contract.

Guidelines:

The contractor shall collect carcass location and data as required by the Utah Department of Natural Resources (DNR) using the Wildlife Vehicle Collision Reporting App provided by DNR using a “smart phone” or similar device.

The Desktop version of how to sign up for the Wildlife Vehicle Collision Reporting App is: https://mapserv.utah.gov/wvc/desktop/index.php

The Smartphone version of how to sign up for the Wildlife Vehicle Collision Reporting App is: https://mapserv.utah.gov/wvc/mobile/

Invoices will not be paid until the “Wildlife Vehicle Collision Reporting” data is uploaded to the DNR database. Each entry shall contain, in addition to the required fields, the geographic location of the carcass before pick up, displayed in degree-minute-second (DMS) format, DDD.MM.SSS.ssss. The Wildlife Vehicle Collision Reporting App shall be installed and run on a “smart phone” or similar device that has the following characteristics:

Operating System
Minimum Version required
Android
2.1
iOS Safari
3.2
Chrome
10.0

The device make and model, service plan, data plan, internet service, or other necessary hardware, software, or third party service shall be obtained by the vendor without separate payment by UDOT.

The cost of obtaining, operating, and uploading required data to the DNR database shall be included in the unit price. Failure to comply with this requirement will result in termination of this Contract and/or only partial payment of outstanding invoices.

The Vendor and Carcass Removal Technician shall be required to attend, at a mutually agreed upon date and time, a four-hour “Wildlife Vehicle Collision Reporting” App training conducted by DNR/ UDOT at the UDOT Region Office. This training must be scheduled and completed prior to the first carcass patrol. Contractors must notify UDOT of additional new employees that will be patrolling. All new employees brought on board will be required to attend the training prior to patrolling areas.

Invoices will not be paid until the “Wildlife Vehicle Collision Reporting” data is uploaded to the DNR database. Reporting verification must be submitted with invoicing.

17. Carcass Disposal The Contractor agrees to dispose of the carcasses in accordance with all ordinances and laws in compliance with the regulations of the State Board of Health. The Contractor shall obtain clearance from local law enforcement offices, as needed, for the removal and disposal of any cow or horse carcasses. The Contractor shall submit dump receipts with the monthly invoices so that verification of proper disposal can be completed. Dumping of animal carcasses in a manner that violates federal, state and/or local laws shall not be permitted and if discovered will be referred to the proper authorities for legal action.

18. Vehicle Tracking System Data/Patrol Log Entries

System Requirement: The Contractor must use a digital Vehicle Tracking System to provide verification of all patrol services. The chosen system must be pre-approved by the District Engineer prior to contract award. The system must record the date, time, and routes patrolled for each vehicle.

Reporting:

· The Contractor shall use the "Wildlife Vehicle Collision Reporting" App to log the official start and end time for each patrol route.

· With each monthly invoice, the Contractor must submit a copy of the vehicle tracking data log for the billing period. This log must include the time-stamps from the App as evidence of when each route was completed.

Payment and Costs: Payment of invoices is contingent upon the Department's receipt and verification of the required tracking data. All costs for obtaining, operating, and reporting from the tracking system shall be included in the Contractor's unit price.

Failure to Comply: Failure to provide complete and accurate tracking data as required may result in the partial payment of outstanding invoices and/or the termination of this Contract.

19. Weekly Check In with Supervisors Contractor must notify each Maintenance Station by email prior to patrolling for the week notifying Station Foreman that they will be patrolling routes in their area. This will facilitate necessary communication, and will help keep constant communication between the contractor and the Supervisor. Although the Supervisor is not required to respond, this gives him/her a heads up and keeps a good line of communication.

20. Monthly Invoice Requirements Contractor shall submit invoices to UDOT/Region 2 via email to r2payables@utah.gov

UDOT Region Two 2010 S. 2760 W.

SLC, Utah 84104

The Contractor’s monthly billing invoices shall include the following information:

· Digital vehicle tracking data: showing day, time and routes patrolled.

· Carcass disposal dump receipts

· Verification of carcass log data

· Vehicle collision reporting verification
