About this opportunity
The Utah Department of Transportation (UDOT) is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for avalanche detection radar and camera equipment, with a comment period due October 5, 2026. This is a sole-source procurement justified on the grounds that Gravimon Ltd. is the only source capable of providing the specialized equipment required.
UDOT seeks a three-year rental and operations contract for avalanche detection radar and camera systems to monitor avalanche paths in the Monte Cristo and Snowbird Village areas of Little Cottonwood Canyon. The radar system will be installed at the top of the Baby Thunder lift at Snowbird Ski Area and will provide continuous real-time monitoring and alerting throughout three winter seasons. UDOT market research confirms that Gravimon's system is the only available option given its small size, portability, and ability to be deployed and relocated throughout the winter season within the area's infrastructure and seasonal constraints.
The estimated contract value is $103,700 over the three-year service period, including $11,000 for freight on an F.O.B. Destination basis. The contract is requested as a five-year term with two renewal options, though the initial service period is three years. Gravimon Ltd. is located at 251 Little Falls Drive, Wilmington, Delaware, with contact Severin Staehly.
Interested vendors that dispute the sole-source determination or wish to propose alternative sources must submit challenges by the due date to jefferybarnes@utah.gov, accompanied by detailed explanation and supporting documentation demonstrating competing sources or equivalent capability. If valid challenges are received showing other capable suppliers, UDOT will not award under this notice and will pursue alternative procurement methods. If no valid challenges are received, UDOT may proceed to award without competition.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
