About this opportunity

The Utah Department of Transportation (UDOT) is announcing its intent to award a purchase order for avalanche and people detection radar equipment from GeoPrevent AG without competitive solicitation, with the public-comment period closing June 8, 2026. UDOT asserts sole-source justification based on the unique capability of the equipment — no other vendor provides integrated avalanche detection and people presence verification in near real-time.

The procurement covers an installed radar system with camera and associated hardware for the Mount Superior area of Little Cottonwood Canyon. UDOT has been leasing and testing this specific unit since January 2024 and now seeks to purchase the existing equipment. The estimated purchase-order value is $40,320, with freight prepaid and delivered to destination.

UDOT conducted market research as an active member of the Transportation Avalanche Research Pool (TARP) and confirmed that the GeoPrevent AG system is the sole source meeting operational requirements. The vendor is located in Zurich, Switzerland; the contact is Theo St. Pierre Ostrander.

Interested parties may challenge the sole-source determination by the June 8 deadline if they can demonstrate that their firm provides a comparable or superior product meeting or exceeding requirements, supplies the same proprietary item or equivalent, or offer cost comparisons if transitional costs form the justification basis. Challenges must include the respondent's name, detailed explanation with supporting documentation, and evidence of capability. Questions regarding scope or specifications must be submitted through the bidding system rather than directly to the listed contact. If no valid challenges are received, UDOT may proceed with award without competition. The purchase order becomes final only after solicitation completion, signature by UDOT Procurement, and delivery to both agency and vendor.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
