About this opportunity
The Utah Department of Transportation (UDOT) has issued a notice of intent to award a sole-source contract for AASHTOWare Safety Management Implementation and post-implementation support, with comments due by June 4, 2026. This is not a competitive solicitation; UDOT proposes to bypass standard procurement on the grounds that only one source supplies the required item, transitional costs represent a significant consideration, or standard procurement is impractical and not in UDOT's best interest.
The scope covers implementation and post-implementation support of AASHTOWare Safety Management software for UDOT's safety management operations. The detailed justification for sole-source status is contained in the attached justification documentation; the public notice serves to determine whether other qualified suppliers exist that meet the procurement requirements.
Parties who dispute the sole-source determination must submit their name and detailed documentation demonstrating that competing sources exist and that their firm can provide a comparable or equivalent product meeting or exceeding requirements. Responses and objections should be directed to jefferybarnes@utah.gov prior to the system closing date. If no valid challenges are received, UDOT may proceed with awarding the contract without competition. Parties who agree that this procurement represents a valid sole source are not required to take action. Questions regarding scope of work or specifications should be directed through the bidding system.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
