About this opportunity

The Utah Department of Transportation (UDOT) has issued a Notice of Sole Source procurement for 2025 AASHTOWare Bridge & Pavement Site Licenses, with a unique procurement approach that does not follow standard competitive solicitation processes. The notice seeks to acquire software licensing for bridge and pavement management systems, specifically targeting AASHTOWare products. This procurement is being conducted under exceptional circumstances that justify a non-competitive approach, including potential single-source availability or significant transition costs. The notice was posted on August 12, 2025, with comments and responses due by August 20, 2025. The primary objective is to determine if alternative qualified suppliers exist that could meet the procurement requirements, though the current approach suggests a strong preference for the existing or proposed vendor.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises or restricted organizational participation. While the documentation suggests a sole source procurement, UDOT is providing an opportunity for other potential vendors to demonstrate their capability to meet the licensing requirements. The notice does not explicitly detail the exact budget range or award value for the AASHTOWare site licenses. The procurement seems focused on continuing existing technological infrastructure, with an emphasis on maintaining consistent software licensing for bridge and pavement management systems. By issuing this public notice, UDOT is following transparent procurement practices, allowing for potential market feedback while signaling an intent to proceed with a potentially single-source procurement of specialized software licensing.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
