About this opportunity
The Utah Department of Transportation (UDOT) has issued an Invitation for Bid (IFB) for a towable, diesel-powered debris pickup machine, seeking to establish a five-year contract with a single provider. The procurement is specifically for a road rake capable of removing highway debris such as tire treads, mufflers, hubcaps, cardboard, wood, paper, and cans from unpaved roadsides, highway medians, and curbs. The machine must meet stringent technical specifications, including a maximum length of 16 feet, height of 8 feet 5 inches, width of 8 feet 4 inches, weight of 6,500 pounds, and a minimum hopper capacity of 4 cubic yards. Key requirements include a water-cooled diesel engine, hydraulic systems rated for 2,500 PSI, two hydraulically driven gutter brooms, and a handheld remote control box. The equipment must be factory-new, completely assembled, and include a minimum 12-month warranty against material and workmanship defects. The bid is due on December 29, 2025, with delivery expected within 90 days of contract award at no additional charge for locations within 50 miles of UDOT's Main Complex in Salt Lake City. Evaluation will focus on compliance with technical specifications and lowest cost among responsible and responsive bidders.
There are no specific set-aside designations or restrictions on responding organizations mentioned in the solicitation documents. Vendors must complete a Vendor/Customer Creation and Modification Form, providing detailed business information including tax identification numbers and organizational structure. The contract requires vendors to comply with federal and state employment laws, participate in the E-Verify employment verification system, and maintain appropriate insurance coverage, including workers' compensation and commercial general liability insurance with minimum coverage of $1,000,000 per occurrence and $3,000,000 aggregate. While no specific budget range is explicitly stated, the procurement suggests a significant investment in specialized highway maintenance equipment. Vendors must be prepared to provide factory-trained technician training on safety, operations, and maintenance upon UDOT's request. The State reserves the right to cancel the solicitation at any time and does not guarantee any minimum purchase quantity, leaving potential contract value open-ended based on UDOT's specific operational needs.
