About this opportunity

The Utah Department of Transportation (UDOT) is conducting an Invitation for Bid (IFB) #DOT250177MP to establish a five-year contract for parts and diagnostic software specifically for Cummins Engines. The procurement aims to secure a single provider to supply original equipment manufacturer (OEM) parts for Cummins engine components, including fuel injectors, turbochargers, engine control modules (ECM), alternators, starters, DEF filters, and DEF dosing systems for various equipment types such as class 5-8 trucks, sweepers, rollers, and power generation units. Evaluation criteria will focus on the lowest total cost among responsive and responsible bidders, with strict requirements for pricing submission and compliance with Utah Procurement Code. The solicitation requires bidders to provide comprehensive documentation demonstrating ability to meet specifications, with pricing to be guaranteed for one year and subsequent price increases requiring 30-day advance notice and market index documentation. Key dates include a bid response deadline of October 18, 2025, at 5:00 pm Mountain Standard Time, with a Q&A period extended to October 14, 2025, at 5:00 pm Mountain Standard Time.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must submit a complete bid packet, including a vendor information form and potential business confidentiality claims, though pricing and cost proposals cannot be classified as confidential. While no incumbent vendors are specifically identified, the contract anticipates providing parts and diagnostic software for UDOT's existing Cummins engine fleet. The procurement includes comprehensive terms and conditions requiring the contractor to maintain specific insurance coverages, including workers' compensation and commercial general liability insurance with a minimum of $1 million per occurrence. Though no specific contract value is listed, the five-year contract suggests a substantial procurement opportunity for a Cummins engine parts and diagnostic software provider. The contract includes provisions for potential termination, performance standards, and compliance with state and federal regulations, including employment practices and work eligibility verification.
