About this file

This document is an Invitation for Bid (IFB) issued by the Utah Department of Transportation (UDOT) for a five-year contract to provide parts and diagnostic software for Cummins Engines. The solicitation, referenced as #DOT250177MP, seeks to establish a contract with a single provider to supply Cummins engine parts and diagnostic software. The contract will have a fixed term of five years with no renewal options, and UDOT anticipates making one contract award based on the lowest-cost bid from a responsive and responsible bidder. The procurement will be conducted in accordance with the Utah Procurement Code and Administrative Code, with bids to be submitted electronically through an online bidding system.

The pricing terms require that all submitted prices be guaranteed for one year, with subsequent price increase requests needing to be submitted at least 30 days prior to the effective date and supported by documentation such as market index analysis. UDOT does not guarantee any specific purchase quantity under the contract and reserves the right to cancel the solicitation or reopen it if there is a need for more competition. Bidders must submit a complete bid packet, including a vendor information form, and may submit a claim of business confidentiality if seeking to protect certain information. The evaluation process will initially screen bids for administrative compliance, responsiveness, and technical specifications before conducting a cost-based evaluation.
