About this opportunity
The Utah Department of Transportation (UDOT) Procurement Services Division, conducting through Region 4, has issued Invitation for Bid (IFB) Solicitation #UDOT260180CN for the removal and replacement of approximately 20 fractured concrete panels on Interstate 70 in Sevier County near Richfield, Utah, located between mileposts 20–24, 32–34, and 40–47. The scope of work requires contractors to remove and replace precast concrete pavement (PCCP) panels and dispose of all removed materials, with all work required to be completed by June 30, 2026. Bidders must submit pricing for three pay items: Mobilization (lump sum), Traffic Control (lump sum covering the full project), and Remove and Replace PCCP Panel (approximately 20 panels at a per-unit rate). Contractors are required to demonstrate prior experience performing concrete panel replacement work and must submit a traffic control plan prior to commencing operations. All work must comply with UDOT standard specifications, including detailed requirements for pavement cutting, Portland cement concrete pavement installation, and full-depth slab replacement, with concrete meeting AA(AE) classification and 28-day flexural strength of 650 psi verified through trial batch testing. The contractor must maintain concrete temperature control devices and comply with quality acceptance standards based on compressive strength testing, thickness verification through coring, and surface smoothness evaluation, with price adjustments applied for deficiencies. Bids are due by March 5, 2026, and the contract will be awarded to the lowest responsive and responsible bidder.
The solicitation does not identify any specific set-aside designations or restrictions limiting bidder eligibility based on business classification or disadvantaged enterprise status. All contractors must comply with mandatory insurance requirements including workers' compensation insurance, commercial general liability coverage of at least $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance if vehicles are used; contractors must also register with the E-Verify employment eligibility verification system and comply with federal and state employment discrimination laws. No incumbent vendors or current contractors are identified in the solicitation documents, and the project does not require integration with existing infrastructure or technology beyond standard UDOT specifications and procedures. Bidders must complete the State of Utah Vendor/Customer Creation and Modification Form (Form FI170) to establish or update vendor profiles for payment processing. The solicitation does not explicitly state an award value or budget range; however, bidders must price the three pay items based on project requirements, with payment rendered within 30 days of invoice receipt. The State reserves the right to terminate the contract without cause upon 30 days' written notice or for cause following a 10-day cure period, and the contract is governed by Utah law with venue in Salt Lake City's Third Judicial District Court.
