About this opportunity
The Utah Department of Transportation (UDOT) Procurement Services Division, in coordination with UDOT Region 2, is issuing an Invitation for Bid (IFB) for rock scaling and removal construction services at two sites along State Route 190 in Big Cottonwood Canyon located in Salt Lake County (Solicitation #UDOT260280CN). The project involves rock scaling at a northside location near Milepost 8 (approximately 230 feet along the roadway and 220 feet along the slope) and a southside location at Milepost 4.25-4.4 (approximately 250 feet along the roadway and 220 feet along the slope), with all scaling activities to be completed in accordance with UDOT Special Provision Section 02327S. The contractor will be responsible for rock scaling operations while UDOT Maintenance crews will handle rock and debris removal and traffic control; work is restricted to Monday through Thursday between 8:00 AM and 4:00 PM with one lane of traffic maintained in each direction, containment elements required to prevent scaled material from affecting live traffic, and highway closures limited to 15 minutes per occurrence. The contract award will be made to the lowest responsive and responsible bidder using lump sum pricing with two line items: Rock Scaling Location 1 (base bid) and Rock Scaling Location 2 (additive). Critical deadlines include a mandatory pre-bid site visit on Thursday, May 28, 2026 at 1:00 PM at SR-190 MP 8 (attendance is required for bid eligibility, with late arrivals potentially disqualified from participation), a bid submission due date of June 4, 2026, and project completion by June 31, 2026, with notice to proceed anticipated within two weeks of contract execution. Bidding will be conducted through UDOT's U3P online bid system at purchasing.utah.gov, and all bids, correspondence, and documentation must reference Solicitation #UDOT260280CN.
The solicitation documents do not explicitly reference set-aside designations or restrictions on organizational types that may respond to this procurement. No incumbent vendors or current contractors are identified in the available procurement documents. The contract will be governed by UDOT's standard Purchase Order Terms and Conditions for Goods and Services, with periodic site visits by the Engineer to assess progress and accept completed work, and UDOT has retained a paleontological consultant to assess fallen rock for cultural resources. The specific award value or budget range for this contract opportunity is not disclosed in the available procurement documentation.
