About this file
This is a Scope of Work document for an Invitation for Bid issued by the Utah Department of Transportation (UDOT) for rock scaling and removal services at two locations along State Route 190 in Big Cottonwood Canyon. The project encompasses rock scaling at a northside location near Milepost 8 (approximately 230 feet along the roadway and 220 feet along the slope) and a southside location at Milepost 4.25-4.4 (approximately 250 feet along the roadway and 220 feet along the slope). The contractor will perform rock scaling in accordance with UDOT Special Provision Section 02327S, while UDOT Maintenance crews will handle rock and debris removal and traffic control. A mandatory pre-bid site visit is scheduled for Thursday, May 28th, 2026 at 1:00 PM at SR-190 MP 8, with non-attendance resulting in bidder disqualification. All scaling activities must be completed by June 31st, 2026, with notice to proceed anticipated within two weeks of contract execution.
Bidding will utilize UDOT's U3P online bid system at purchasing.utah.gov, with contract award to the lowest responsive and responsible bidder using lump sum pricing. The bid sheet contains two line items: Rock Scaling Location 1 (base bid) and Rock Scaling Location 2 (additive). Work is restricted to Monday through Thursday between 8:00 AM and 4:00 PM, with one lane of traffic maintained in each direction. Contractors must provide containment elements to prevent scaled material from affecting live traffic and provide 48 hours' notice for any scheduling changes. Highway closures are limited to 15 minutes per occurrence and must be coordinated with UDOT Maintenance. UDOT has retained a paleontological consultant to assess fallen rock for cultural resources. The contract will be governed by UDOT's standard Purchase Order Terms and Conditions for Goods and Services, with periodic site visits by the Engineer to assess progress and accept completed work.

Request for Proposal SR-190 MP Big Cottonwood Canyon Rock Scaling and Removal The Utah Department of Transportation (UDOT) is requesting proposals for rock scaling at two sites along SR-190 in Big Cottonwood Canyon.
Background Information Big Cottonwood Canyon is the home to Big Cottonwood Creek and extends from Wasatch Boulevard in Cottonwood Heights to the Town of Brighton. The canyon has numerous steep side slopes that extend hundreds of feet above its invert. SR-190 runs up the canyon and is exposed to rockfall hazards emanating from these slopes.
The base bid location is located along the north side of SR-190 approximately 300 feet west and 150 feet east of Milepost 8. The second location is approximately 500 feet in length located along the south side of SR-190 starting at MP 4.25.
The sites are located on land administered by the U.S. Forest Service. The UDOT right-of-way extends to 50 feet beyond the SR-190 centerline. The purpose of the project is to minimize the potential for rock to fall onto the roadway.
Required Scope of Work UDOT is seeking a contractor to perform rock scaling per the UDOT Special Provision Section 02327S. The selected contractor will work in conjunction with the UDOT Maintenance crew, who will be responsible for rock/debris removal and traffic control.
Rock Scaling SR-190 is an east to west state route. Therefore, the references to south and north are relative to the highway’s cardinal direction designation in the descriptions below.
The rock scaling locations have been prioritized in the following order:
1. North side of SR-190 approximately MP 8.0 Length along the roadway is approximately 230 feet. Length along the slope above the roadway is approximately 220 feet. Scale the colluvial slope and steep soil cornice below the vegetated slope above. See Figure below.
Figure 1. SR-190 MP 8 Site. Scale area shaded yellow.
2. South side of SR-190 at approximately MP 4.35 to 4.4 Length along the roadway is approximately 250 feet. Length along the slope above the roadway is approximately 220 feet. Scale the colluvial slope including the precariously balanced rocks beneath the large trees. See Figure below.
Figure 2. MP 4.25-4.4 Site. Scale area shaded yellow.
Rock/Debris removal shall be performed by UDOT Maintenance.
· UDOT will consolidate the fallen rock along the roadway during scaling activities.
· UDOT will transport the fallen rock to a dump site at a later date.
Traffic Control will be performed by UDOT Maintenance.
· The roadway along the proposed work locations is a two (2) lane highway with no barrier separating the WB and EB lanes.
· Activities will be in accordance with UDOT standard specifications Section 01554 Traffic Control.
· UDOT Maintenance will set up and maintain traffic control between the hours of 8:00 AM and 5:00 PM.
· Traffic control will be used to shift traffic to vacate the lane closest to the scaling activities.
· UDOT will install and maintain two (2) variable message boards (VMS) throughout the duration of the project.
Limitations of work
· All scaling activities shall be completed by June 31, 2026.
· Scaling activities are only allowed Monday through Thursday from 8:00 AM TO 4:00 PM.
· Finish all scaling at one cut prior to moving on to the next cut.
· If rock scaling activities are not planned to be performed as previously scheduled, the Contractor shall notify UDOT Maintenance at least 48 hours in advance.
· One lane of traffic in each direction will be required to remain open.
· Provide containment elements to sufficiently prevent scaled material from affecting live traffic.
· If a significant amount of material is anticipated to fall onto the paved roadway, the Contractor may request UDOT to close the highway. In effort to reduce travel disruptions, all highway closures are limited to fifteen (15) minutes per occurrence and shall be coordinated with UDOT Maintenance at least 48 hours in advance.
· UDOT does not anticipate use of blasting for this project, if this is required, UDOT will
· employ others.
· UDOT has retained a paleontological consultant to assess the fallen rock for cultural resources. UDOT will coordinate appropriate times to assess the rock with the paleontologist and the contractor.
