About this opportunity

The State of Oregon Department of Corrections is requesting bids on a kitchen floor replacement project at Two Rivers Correctional Institution in Umatilla under ITB 17631, with bids due November 10, 2026 at 2:00 p.m. (PST) and mandatory attendance at a pre-bid conference on October 13, 2026 at 9:00 a.m. (PST) — bidders who do not register for and attend the entire conference will not have their bids evaluated. Award will be made to the lowest responsive and responsible bidder.

The scope encompasses selective demolition of existing flooring systems, concrete substrate preparation, installation of 3/8-inch cementitious self-leveling underlayment (Sika Ucrete UD 200SR or approved equal), application of 3/8-inch red water-based polyurethane cement hybrid flooring with slip-resistant texture, metal fabrications, temporary non-structural metal framing partitions, and high-performance wall coatings. All work is subject to Oregon prevailing wage requirements under ORS 279C.800-279C.870 and apprenticeship requirements mandating that 12 percent of work hours performed by employees in apprenticeable occupations be performed by registered apprentices. Contractors must comply with ORS 279C.533 workforce diversity reporting, maintain a drug testing program, demonstrate Oregon tax compliance, and submit first-tier subcontractor disclosure within two working hours after bid closing for any subcontractor with a contract value of $350,000 or more or 5 percent of the project bid with a minimum of $15,000.

The estimated project cost is between $400,000 and $600,000. The project timeline runs 10 calendar days from Notice to Proceed to start, 250 calendar days to substantial completion, and 280 calendar days to final completion. Liquidated damages are $405.00 per calendar day for delays beyond substantial and final completion dates. Bid security of 10 percent of the bid amount and performance and payment bonds equal to 100 percent of the contract amount are required. Bids must be submitted electronically through the OregonBuys system.
