Two Rivers Correctional Institution Flooring Remodel - Bid Set Specifications

This is a specifications document for a flooring remodel project at Two Rivers Correctional Institution in Umatilla, Oregon, issued by the State of Oregon Department of Corrections on July 27, 2026 (SAA Project No. 26102.01). The project involves selective demolition of existing flooring systems, preparation of concrete substrates, installation of cast underlayment, metal fabrications, temporary non-structural metal framing partitions, fluid-applied polyurethane cement flooring, and high-performance wall coatings. The specifications detail work requirements across seven sections: Demolition (Section 024100), Cast Underlayment (Section 035400), Metal Fabrications (Section 055000), Common Work Results for Flooring Preparation (Section 090561), Non-Structural Metal Framing (Section 092216), Fluid-Applied Flooring (Section 096700), and High-Performance Coatings (Section 099600). The project scope includes removal of existing cementitious urethane and tile flooring systems according to a phasing plan, installation of 3/8-inch cementitious self-leveling underlayment (Sika Ucrete UD 200SR or approved equal), application of 3/8-inch red water-based polyurethane cement hybrid flooring with slip-resistant texture, and corresponding wall coatings. The project contact is Trevor Cramer at the Department of Corrections (503-385-5330), with the architect being Steele Associates Architects in Bend, Oregon.

The specifications establish technical requirements referencing applicable standards including 29 CFR 1926 safety regulations, NFPA 241 for demolition operations, ASTM testing standards, ICRI surface preparation guidelines, and Oregon's General Conditions for Public Improvement Projects and Department of Corrections Supplemental General Conditions. Key performance requirements include minimum compressive strength of 5,000 psi and flexural strength of 1,250 psi for underlayment materials, stainless steel fabrications meeting ASTM A276 specifications with No. 4 bright polished finishes, and high-performance coatings achieving NFPA 101 Class A ratings with flame spread/smoke development indices of 0/0. The contractor is responsible for protecting existing structures and active systems, managing hazardous materials discovery protocols, controlling dust and debris, and maintaining site cleanliness. All temporary partitions require approval by Oregon Department of Corrections security staff, with provisions for phased work area access and security measures including padlock-compatible door clasps. The specifications prohibit traffic on completed floor finishes for 48 hours post-installation and establish tolerance requirements for installation accuracy, with maximum variations of 1/8 inch for plumb and alignment.
